that a light should be
there, they will also set the
specifications, whereupon
the township can hire an
engineer to design the
lights. Then PennDOT will
approve the design.
The lights will have to
overhang the road, and
Richard Forry is hoping
that they can get away with
wooden poles, which only
cost about $1000 each.
PennDOT may want metal
poles, which cost about
twice that. If they want
four overhanging lights
with metal poles, that's
$8000. Two sets of lights
each way—overhead and
on the side of the road—is
a possibility, which could
lead to a total of 2 sets
times 3 lights times four
directions for a grand total
of, 24 bulbs. This is
assuming that no direction-
al arrow lights are requir-
ed; that could make 4
bulbs times 2 sets times 4
directions for 32 bulbs all
together.
When all the plans are
drawn and approved. the
problem of paying for the
lights will come up. As the
reader may have gathered.
setting up a traffic light
can cost. The ome in
question is expected to
come in at about $35,000.
The higher governments,
having allowed the light,
will be asked for money by
Mr. Forry. So far, he has
been in touch with three
agencies— the Nation-
al Highway Traffic Safety
Administration, the Rede-
velopment Authority, and
the County Commissioners.
The National people pro-
bably would pay for the
light if it were sited in a
city, but they are less likely
to help erect one in a rural
location; The Redevelop-
ment Authority is doubtful;
and the Commissioners’
office hasn’t even answered
Richard's letters.
Of course, big govern-
ment isn’t the only place to
get money. Occasionally a
business, or businesses,
will pay part of the cost, if
they stand to benefit by the
light. As a last resort, the
township could pay out of
its own pocket—but if it
came to this, the light
might not go up. 333.000 is
a lot of money for a town-
ship to come up with.
So far, Richard Forry has
spent a couple of days’
work on this light, and
another that he hopes to
get at another busy inter-
section. ‘I've written so
many letters, | can’t keep
track,” he says. He tells of
frustrations involved in the
job, and wonders at times
what PennDOT 1s up to.
“They're whimsical.” he
says. ‘‘Dealing with them
is like dealing with the
wind—they keep changing
direction.”’
In a related case, Forry
tells of a problem with
getting a speed limit
changed. PennDOT says
that a traffic study must be
done before you apply for a
reduced speed limit. How-
ever, the guidlines for
making a traffic study
aren't in print. A call to the
government bookstore re-
vealed that the guidlines
won't be available in
definite form until next
year.
