As to Marietta’s ex- pected Historic District status, it guarantees that houses in the district could not be forced to be torn down, even if Marietta Borough passed such an ordinance. As for retro- active ‘‘floodproofing,’” it would probably apply to new structures (as we understand it at this point in our investigation), but not to any standing structure. The Historic Districts will include all of Front Street and much of Market Street. Houses lining East Market are not in the District.
