We're all for competition, THE UNITED TELEPHONE COMPANY OF PENNSYLVANIA A Company of United Telecommunications, Inc. but not if it lowers the quality of phone service. Before you buy telephone equipment from a catalog, store, or salesman — BE SURE YOU Congress and the Federal Communications Commission are making changes in national telecommunications policy. One such change has given telephone customers the option of buying and maintaining theirown telephone instruments. This creates a highly competitive environment for the telephone company and other suppliers of telephone instruments. Bear in mind, however, that today telephone companies have an obligation to maintain, repair or replace — promptly and at no charge — telephone instruments we have provided. We do not have the same obligation to maintain, repair or replace telephone instruments provided by others. It is also important that your telephone instruments keep pace with new communications technology. Telephone companies have the obligation to provide instruments that will work with any new communications technology introduced in the future. For these reasons, we believe the government should require telephone companies to install and maintain at least one working telephone for each residential and small business customer. In this. way, you could be assured of always having one telephone instrument in your home or business which would be maintained in working condition by the telephone company. Actually, they are ‘‘Whist- ling’’ swans. Sherry Bromer informed the editor of his error this way: “If you had been kept awake all night by them, you’d know they don’t whisper!”’ We stand corrected.
