Dr. Hartzler’s personality and style probably had a lot to do with the upset: several Republicans have said that they were won over by his sincerity, obvious intelligence, and apparent willingness to give serious consideration to their own ideas. Teachers’ union leaders and their supporters also backed Dr. Hartzler, who had campaigned for ‘‘bet- ter communication’’ with teachers. A desire to see some new faces on the board may also have contributed to the upset. Newcomer Jones polled over 400 more votes than incumbent Jere Duke and over 800 more votes than Landis. Democrat Gerald Barnett, whose main cam- paign theme was an attack on the cost of high school sports programs, trailed the pack. Incumbert Jay Ro- bert Flannigan, a Repub- lican beat challenger “Brosie’’ Kulman 275-247 in the race for mayor in Marietta. Kulman had been defeated earlier in the Republican primary. Mayor Robert Gingrich beat back a strong chal- lenge by Democratic hope- ful Jack Matoney in Mount Joy. Gingrich tallied S80 votes to Matoney’s 416.
