However, this year I’m able to give a reason which touched the hearts of individuals. In our Provisional Troop we has 40 Scouts from throughout our council. One scout was from a handicapped troop. He was supposed to have been less normal mentally than others and this 1 question, because some of the so called ‘‘normal”’ boys didn’t seem to have as any mental -capabili- ties as this Handicapped Scout.
