L. Sampson, attorney, ‘re- questing the council order the removal of pigeon coops from a tract of land between Hill Street and Water Street, Mount Joy. Sampson is the attorney representing Councilman and Mrs. James Heisey, Water Street, and Mr. and Mrs. Willis Heisey, Water Street, in their opposition to the pigeon coop site. The pigeons are owned by Robert Kline, Angle Street, Mount Joy. W. Jeffrey Sidebottom, solicitor for council, told that body they were under no obligation to honor the request since there was no imminent danger to health and welfare of the citizens of Mount Joy. Sidebottom stated that, since there is an appeal concerning the fate of the coops in the Lancaster County Court, council could well take a ‘wait and see’ stand, es- pecially since council is not a party to the appeal. Council moved to follow the advice of their attorney. The decision was 8 to 0. Councilman Heisey left the meeting immediately be- fore the question was posed. It was the final question on council's a- genda. In other business council approved an ordinance to guarantee the Mount Joy Borough Authority’s 30- year bond issue to finance the $2,780,000.00 water treatment plant project. The council also approv- ed an ordinance to change the name of the authority from Mt. Joy to Mount Joy Borough Authority and to extend the life of the authority for 50 years. This action was taken’ to acco- modate the 30-year bond issue. Highlights of the proposed budget for 1977 were given a quick look. Councilmen said the budget is just a proposed budget and some more work is needed before action can be taken. The proposed budget is in the range of $360,000.00 to $385,000.00 The budget increases could amount to six mills. Where council will get the money is the big question. A six mill increase in tax is not likely. Other fund-raising ideas, such as increase in garbage collection fees, cut in services, etc. were men- tioned. No decision can be made until the proposed budget is given a more careful study. The propos- ed budget is in the boro offices for anyone’s perus- al. A mill in the Mount Joy Borough represents about $6000.00. This means council must - somehow come up with approximate- lv $36,000.00. Councilman Ammon Smith explained a resolu- tion had its first reading at Monday night’s meeting. Smith said 1 mill, and no more than 10% of the budget could be placed in [continued on page 8] Donegal senior class to present 3-act play The Senior Class of Donegal High School will be presenting ‘‘Meet Me in St. Louis,”” a three-act comedy, in the high school auditorium at 8:00 p.m. on Friday and Saturday nights, Novemer 19 and 20, 1976. The play dramatized by Christopher Sergel and taken from the book, Meet Me in St. Louis by Sally Benson, ‘takes place in St. Louis, Missouri during the 1904 World’s Fair. Cast in Girl Scouts camp at Denver, PA campsite On October 8, 9, and 10, Junior Girl Scout Troop #32 of Mount Joy went camp- ing to Furnace Hills in Denver, PA. Furnace Hills is a Girl Scout Camp operated by the Penn Laurel Girl Scout Council. Troop #32 camped in the Sunset unit. The girls enjoyed camp- ing, hiking, and cooking in the rain. While at camp the girls completed some re- quirements for their Dancer badge.
