business
and jobs
by John J. O'Connor, Pennsylvania Secretary of Commerce
Every day, there are probably
20 different people wrestling with
the same problem — and, some-
where, a 21st who solved it five
years ago.
The 20 waste time and money
duplicating the effort of the one.
A state Department of Com-
merce service — the Technical
Assistance Program — has help-
ed cut such waste substantially
during its 10 years on the job.
This program is a vital part of
Commerce's science and tech-
nology effort to aid Pennsyl-
vania business and industry.
PennTAP, as it is called, is
free. By supplying technical in-
formation PennTAP keeps bust
ness, industry, and government
from continually re-inventing
the wheel. Alla man witha prob-
lem has to do is use his telephone.
Specialist On Call
He dials the nearest Pennsyl-
vania State University branch,
and asks for the Continuing
Education Office. He says he has
a PennTAP inquiry, and leaves
his number. PennTAP thertcalls
him back, determines the prob-
lem, and a specialist in that field
is put on the line.
Usually the PennTAP man
— a Penn State faculty member
— is able to fish the answer out
of the library. It has a billion
pages worth of information

from hard-bound technical vol-
umes, from trade and scientific
magazines, from special re-
search reports. But if the Penn-
TAP man can’t find what he
needs, he goes to the experts
themselves for the answer. Few
of last year’s 1,600 questions
went unanswered.
Smaller Firms Profit
PennTAP is especially valu-
able to smaller firms without the
money or the staff to do re-
search. They're saved from mak-
ing blunders, and wasting dol-
lars they can ill-afford. In the
same way, local governments
save tax money by using Penn-
TAP’s warehouse of special
data.
Too, a specific inquiry can
often lead to other, even more
valuable, information.
One company, for example,
had a good idea for a new prod-
uct. But in checking out a few
technical questions with Penn-
TAP, the owner learned several
larger firms were just about to
start manufacturing the same
type of device he'd hoped to
make. That information saved
him from entering a field in
which he simply couldn't com-
pete successfully. And it quite
possibly saved his firm from
bankruptcy — and his workers
from the unemployment line.
