any person or persons, company or com
panies, corporation or corporations, to
float or direct and authorise to be float
ed down the Susquehanna river between
the town of Northumberland and the
Line of the State of Maryland, any Saw
Loge, without the same being rafted and
joined together or enclosed in boats and
under the control, supervision and pilot.
