general superintendence of Mr. JOHN W.
COOMBS, who has nad eleven years' experience
in the management of a similar'department in
the office of the "Scientific American," in this
city. Each number of the American Artisan
will contain thirty-two columns of instructive
and interesting reading matter, s .in which the
progress of the arts and sciences will be re
corded in familiar language, divested of dry
technicalities and abstruse words and phrases.
THE EDITORIAL DEPARTMENT
of the American Artisan will be critically su
pervised by a memberfof the firm of BROWN,
COOMBS & CO., assisted by other gentlemen of
theoretical and practical knowledge of the arts
and sciences. The columns of the American
Artisan will be rendered attractive by articles
from the pens of many talented American
writers upon scientific and mechanical sub
jects, and among the more prominent of these
contributors may be mentioned Robert Mac-
Farlane, who during the last siventeen years
filled the responsible position of Senior Editor
of the "Scientific American."
' THE PATENT DEPARTMENT
of the American Artisan will be placed in
charge of Mr. Henry T. Brown, who has bad
more than nineteen yea' s' experience as a So
licitor of Patents, both in this country and
Europe, and who has been for many years the
principal professional assistant of Messrs.
Munn & Co., Patent Agents, of this city. In
this department will be published regularly
the OFFICIAI list of "claims" of all patents
issued from the United States Patent Office
during the previous week ; this list will be
prepared expressly for the American Artisan,
and it will appear several days in advance of
its publication in any other journal. Impar
tent and interesting legal decisions in patent
cases, tried in the UnitediStates Courts, will
be periodically presented in this department,
together with illustrated descriptians of many
remarkable inventions recently patented either
at home or abroad.
TERMS OF SUBSCRIPTION.
Persons intending to subscribe for the
American Artisan should speedily iremit, so
as to have their subscriptions commence with
thefirid number of Volume 1, dated May 11,
1864. At the end of the year the fifty-two
numbers will form, when bound, a handsome

gress of March Bth, 1864, which provides that
all Bonds issued under this Act shall be EX
EMPT FROM TAXATION ny or unaer any
state or municipal authority. Subscriptions
to these Bonds are received in United States
notes or notes of National Banks. They are
TO BE REDEEMED IN COIN, at the plea
sure of the Government, at any period not less
than ten months nor more than forty years
from their date, and until their redemption
FIVE PER CENT. INTEREST WILL BE
PAID IN COIN, on Bonds of not over one
hundred dollars annually and on all other
Bonds semi-annually. The -interest is pay.

ber in each year.
Subscribers will receive either Registered
or Coupon Bonds, as they may prefer. .Reg
istered Bonds are recorded on the books of
the U. S. Treasurer, and can be transferred
only on the owner's order. Coupon Bonds
are payable to bearer, and are more conve
nient for commercial uses.
Subscribers to this loan will have the op
tion of having their Bonds draw interest from
March 'lst, by paying the accruedlinterest in
coin—(or in United States notes, or the notes
of National Banks, adding fifty per cent. ,for
premium) or receive them drawing interest
from the date of subscription and deposit.
As these Bonds are

their value is increased from one to three per
cent. per annum, according to the rate of tax
levies in various parts of the country.
At the present rate of premium on gold
they pay
OVER 8 PER CENT. INTEREST,
in currency, and are of equal convenience as
a permanent or temporary investment.
It is believed that no securities offer so
great inducements to lenders, as the various
descriptions of U. S. Bonds. In all other
forms of indebtedness, the faith or ability of
private parties or stock companies or seperate
communities only is pledged for payment,
while for the debts of the United States the
whole property of the county is holden to
tsecure the payment of both principal and in
crest in coin.
These bonds may be subscribed for in sums
from $5O up to any magnitude, on the same
terms, and are thus made equally available
to the smallest lender and the largest capital
ist. They can be converted into money at
any moment, and the holder will have the
benefit of the interest.
It may be useful to state in this connection
that the total Funded Debt of the United
States on 'which interest is payable in gold,
oa the 3d day of March, 1864, was $768,965,-
000. The interest on this.debt for the coming
fiscal year will be $45,937,126, while the cus
toms revenue in gold for the current fiscal
year, ending June 30th, 1864, has been so far
at the rate of over $100,000,000 per annum.
It will be seen that even the present gold
revenues 01 the Government are largely in
excess of the wants of -the Treasury for the
payment of the gold interest, while the recent
iacrease of the tariff will doubtless raise the
annual receipts from customs on the same
amount of importations, to $150,000,000 per
annum.
Instructions to the National Banks acting
as loan agents were not issued from the United
State Treasury until March 26, but in the
first three weeks of April the subscriptions
averaged more than TEN MILLIONS A
WEEK.

of said term, if not prevented by the Orphans'
Court, and if so, the cases in the Quarter Ses
sions will be commenced on the termination of
the Orphans' Court business:

lies upon the liberality and patriotism of our
people, to use all honorable means, and to
make exertion for its sale.
