We have always found that during the first few weeks of the term there wore many vacant seats, which ought to have been occupied by those who dread entering the school the first day of the term. This to wrong.— . "t'yery pupil ought to be present the ::y - fist day, so that the teachers might properly classify them. It is taken for granted that every teacher will form his classes the first day ; and hence any one entering afterwards will more or less retard the progress of his class. This is more particularly true in the Seconda ry and High Schools. • In Lancaster city every pupil is obliged to take his seat on the first day, or forfeit it during that session. If this could be accomplished in this place, it would be a great advantage to both teacher and scholars. The School Board is determined to place the schools in a proper condition. if, therefore, those who are capable of entering higher classes, are not present when those classes are formed, and in consequence of which be placed in lower classes, they must find fault with them selves, and not blame the School Board or the teachers. A course of this kind is absolutely necessary. The Board of Directors and Teachers of the Seconda ry Schools and High School will meet all applicants in the High School room on Monday evening next, at 6f o'clock, for the purpose of examining- them, nod those whom they find qualified, they will promote ; and the others, if any, will be.retained in the Secondary until the next regular time for promotion.— It will be observed that none can enter the High School unless regularly pro moted ; and none will be promoted un less on merit. Much fault is frequently found by pa rents, in the teacher, because the pa rents do not understand the conditions of the school. We would therefore urge upon every mother and father, or sister, or brother, to frequently visit the schools, and if the teacher does not pur sue the course such visitor thought best, consult the teacher privately upon that point or method. If this course were pursued, the progress of the schools would be two hundred percent. better. DELTA. VICRSBURO.—This "terraced city," as Mr. Filmore called it, derives the name from Mr. Hewitt 'Vick, deceased, and was originally incoroporated by an act of the Legislature of Mississippi, passed January 29, 1825. Its rapid growth up to.the passage of the act of secession by Mississippi is attributable to the cotton trade, which was nearly 3,000,000 Wiles per anuutn. Deserters from the rebel . army, reaching our lines, state that General Stuart has been relieved from his com mand of the rebel cavalry in Virginia, and that Gen. Hood supersedes him.— The rebels are recruiting their cavalry and otherwise reorganizing their forces, thus giving signs of active movements. *jr Shoemaking is done extensively in Haverhill by the women.
