to draft all persons who in any way dis
courage enlistments. This is an excel
lent idea and we hope the example thus
set will be speedily followed in this and
and other States. We know a few char
acters—none of the best —in this place
who, were such an order in operation,
would either keep the foul mouths closed
or be compelled to shoulder a musket
and thus do something towards redeem
ing their cortant boasts that they are
as "good Union men" as anybody. Let
the lowa idea be promulgated is our
midst. We learn from a couple of mem
bers of our collecting committee that
when they called on Dr. E. Haldeman,
the Buchanan postmaster at (Mikis, for
a contribution toward the bounty fund,
that he refused to contribute a dime, say
ing to the committee men r "the South
ern Confederacy is a fixed fact; and you
know it." Ile however, declared him
self a “Union Man and Democrat," where
upon one of the committee said ha had
d —d strange way of showing it."
The Doctor made a long-winded defence
of his questioned loyalty at the com
mencement of hostilities, through the
columns of the Lancaster Express, but
we think he did not even then make a
clean breast of it. lle will have to try
again.
Cr In consequence of the absence of
E. D. Routh, Esq., at war, and captain
of a volunteer company in the 107th
Pennsylvania Regiment, his place in the
school board was filled on Monday eve
ning last by the appointment of Mr.
Jonathan M. Larzalere. Mr. L. was a
member of the board last year and was
always regarded as an efficient and use
ful member. The schools have beca al

War meeting was held in Centre Squares
Lancaster, on Saturday last. The ven
erable Dr. P. A. Maidenberg presided,
aosisted bye long list of vice presidents
and secretaries. Speeches were made
by Col. John W. Forney, Morton Mc-
Alichael, of the Philadelphia North
American, Rev Alfred Cookman, Prof.
Schaff, Rev. F. W. Conrad, and 0. J.
Dickey. The city rsresented a gay ap
pearance—nags flying in every direction
drums and fifes playing. A baud sta
tioned in the square—recruiting going
ou all the time. The tents in the square
were the amongst the most attractive
places of the day.

ifir One of the most deserved promo
tions of the Pennsylvania Railroad Com
pany is that of Mr. BUTLER, who, for a
short time, filled Mr. ilambrig-ht's place
ou the Lancaster train. We are sorry
to learn that be has been transferred -to
the Parksburg train, for be had already
made a host of friends on this route, and
would soon have been placed by the side
of Reese and Unger—long since ack
nowledged the most obliging conductors
on this road—for his courteous and at
tentive demeanor toward passengers.
Ca - Mr. Geist will open his school
again on Monday next.• This stop has
been taken at the instance of a number
of parents, who wish their children to be
as forward as possible by the regular
commencement of the next high school
session ; the price, too—a mere pittance
—only 75 cents. This is a wise step—too
much recreation will beget indolence;
a little play—then work—a little play
again will accomplish much.
Gy• As Mr. John M. Whitebill, of this
place, was entering the cars at Lancas
ter on Saturday evening last, his pocket
book was taken from his pantaloons
pocket ; fortunately the book contained
but a couple dollars in money, but a
number of note, payment on which have
been stopped. , •

Arrixo.—From present appearan
ces a draft will have to be resorted to
to fill up the second call of the President
for 300,000 more soldiers. From calcu
lations made by " knowing ones," Lan
caster county's proportion will be about
one out of every
_fifteen, so the chances
of being drafted are certainly very slim.
The power of drafting, and provisions
fur its use, are duly provided for in the
legislation of the United States. An
old law, passed in 1792, entitled "An
act for the National defence, by estab
lishing a uniform militia throughout the
United States," and afterward amended
and applied to all arms-bearing citizens
of the country, gives the President au- I
thority to order a draft. The enactment
immediately bearing on the subject,
however, is that made by the last Con
gress, and passed July 16, 1362. The
first section of that bill provides as fol
lows
"That whenever the President of the
United States shall call forth the militia
of the States, to‘be employed in the ser
vice of the United States, he may speci
fy in his call the period for which such
service will be required, not exceeding
nine months; and the militia so called
shall be mustered in and continue to
serve for and during the term so speci
fi.ed unless soo.ier discharged by com
mand of the President. If by reason of
defects in existing laws, or in the execu
tion of them in the several States, or
any of them, it shall be found necessary
to provide for enrolling the militia and
otherwise putting this act into execu
tion, the President is authorized in such
cases to make all necessary rules and
regulations ; and all the enrollment of
the , militia shal) in all cases include all
able-bodied male citizens between the
ages of eighteen and forty-five, and shall
be apportioned among the States accor
ding to representative population."
Cr A very large meeting was held in
the Town Ball Park on Wednesday
evening, •for the purpose of filling up
the ranks of Capt. Samuel G. Miller's
Company. 11ev. A. B. Grosh was called
to the chair; be made a beautiful and
very affecting appeal on taking the chair,
Isaac S. Geist was appointed secretary,
when Ray. Alfred Cookman was intro
duced, who made a thrilling address,
followed by R. W. Shenk, Rev..J. B.
Mattocks, Capt. liyerly and Andrew
M. Pra eta. The Park was filled and
great enthusiasm prevailed. At the
close of the meeting it was found that
the roll contained 73 names. William
B. K rater as first and William Johns.tin
as second lieutenant, complete the com
pany's organization. The company will
be full by noon to day. A bounty of
one hundred and two dollars is given in
addition to the first month's pay.

Hotel, has received two letters during
the present week from Samuel Herr-- . -..+
one from Richmond—the other from the
U. S. Hospital, Davis Island, New York
Harbor. ouug Herr enlisted with
Capt. G'eo. H. Hess, and was wounded
in the second day's battle before Rich
mond and taken prisoner. lie writes
home that he saw Captain Hess die on
the 4th of July, iu Richmond. That
his wound—a musket shot in the tiiigh
is entirely healed and that be really
suffered but four days. He is now on
parole and is ready and anxious to be.;
exchanged and once more enter the'
battle field. Sammy ista brave boy. ^
tr'i'be African church was discover
ed to be on fire on Thursaay morning
about three o'clock. The church is lo
cated on Green Lane, at the west end,
far from pumps or any kind of water, and
could not, possibly be saved. The col
ored school house—owned in common
between the Borough and Township—
adjoining the church and the dwelling
of Peter George Sebastian, colored, also
abjoining, were burned to the ground. It
was, unquestionably, the work of an in
cendiary. It was set on - fire once be
fore, but was extinguished before doing
much damage.

er The order establishing a camp at
Lancaster has been countermanded by
the Governor, and the companies order
ed to Harrisburg by this evening. No
reason has been assigned that we can
learn for this sudden /change. A
committee of Lancasterians waited on
the Executive on Friday, but up to the
hour of going to press we had not learn
ed the result of the consultation. A
great deal of dissatisfaction is felt in
Lancaster at this move.
Ul" Capt. Miller's company has re
quested the "Patriotic Circle of Mariet
ta" to find a name for their company,
and as we go to press—Friday afternoon
—the "Circle" is making arrangements
to give the company a lunch before
starting to-morrow.—(Saturday morning
at 11-23).. Their wil be a meeting in the
Town Hall Park, this (Friday) even
irg when the name will be announced.
Gr Hiram B. Swarr, for a long time
chairman of the Democratic County
Committee, has resigned and Richard
R. Tshudy of Litiz, elected in his place.
This position, at this time, is not a cov
eted one ; the organization being a lit
tle tainted with treason.

will, unquestionably, make a draft neces
sary, which will go into operation after
the 15th instant. Although Lancaster
county has already raised her quota for
the last call, the decimated Pennsylva
nia regiments must also be filled up, so
let the enlikments continue until all the
old regiments are again filled. Go on
now for the work is bravely begun.
