Welsh, of Columbia, (late of the Second Regi ment, P. V.,) Coloriel of one of the new regiments which this State has been call ed upon to furnish. ' This is an excellent appointment and will give general satis faction, as a deserved tribute to a worthy man and a brave soldier. Col. Welsh served one year as a- private and non commissioned officer in the Secon&Reg iment Kentucky Volunteers during the Mexican war; was wounded at Buena Vista, and for gallantry and good con diet 'subsequently promoted to a second lieutenaoy of the Eleventh Infantry, in which capacity he served until the ex piration of the war.
