thrown In streams without damage to
those dwelling below and It cannot be
placed in heaps near habitations.
The Borough haa a place where it is
customary to dump refuse and perha) s
if careful attention is paid to the accu
mulation by frequent bnrning and dis
infecting, and the mass kept off the
bank, it might be as satisfactory as
auy which can be obtained. These
matters require care, inspection and in
telligeut supervision. Nothing of this
kind should be permitted to become a
menace to public health or a discom
fort to citizens aud the dump should
be given regular and frequent atten
tion, to.see that it is kept in a aanitaty
and inoffensive condition.
Katurally a dump is a breeding
place for flies, and warfare on these
pests becomes futile if a place la main
tained where they hatch and thrive.
All annoyance cannot well be re
moved in a town but by conataut care
they may be rendered practically In
noxious. Squally doea the above ap
ply to private residences aud if houne
holders w ould exercise care In dispos
ing of slops and waste and keep them
in covered receptacle aud have them
frequently removed it would conduce
to their comfort aud health.
