The Auditors find that the accounts of
the Road. Poor and School funds of un
seated taxes have been considerably over
paid by the Treasurer, but proper vouchers
were Issued by the County Commissioners
ror all the amounts paid. Taxpayers there
fore may be surprised that the fundi could
be over paid and the treasurer still be
charged with substantial balances. A brief
explanation: Every year the amount of tax
es on the unseated lands, every cent of
which Is collected by the county treasurer,
is entered on the Commissioners' tax book
ind after the treasurer's sale every two
rears tho Commissioners draw vouchers fnr
the smounts due the various districts, less
the treasurer's commissions and exonera
tions, If there are any. Taxes are always
being paid to the county treasurer one year
ahead of the sale, which taxes for several
years have always been sufficient to main
tain a balance tn the various funds until
this year, when It Is found that there wee
not enough money to pay the amounts
checked against tho unseated taxes of
1906 and 1907, even though tho taxes of
1908 were Included. The board of Commis
sioners are not to be blamed In the mat
ter, neither is their clerk at fault, as all
orders were Issued strictly In accord with
the amounts called by the Commissioners'
unseated tax records.
In order. If possible, to determine the
whys and wherefores of the discrepancy
and to get the matter started right with the
next treasurer's tax sale and avoid the con
tinuance of overpay menta, the Auditors
carefully went over the Commissioners' tax
led gar and the Treasurer's unseated tax
book, finding that some years ago checks
were drawn by the Commissioners for sums
in excess of the amounts actually collected
by the treasurer. The Auditors found the
source of the cause of the overpayments
after going over the taxes In one fund for
three townships In years not necessary to
mention here.
