remain In the parks all night. A few
of them da occasionally elude the
keepers and the police, but all that can
be found are turned out at closing
time. The park keepers see to It that
In St. .Istnes's and the Green parks;
the police undertake the duty In Hyde
I'ark and Regent's 1'ark. The same
law as to sleeping obtains in parks
under the control of the County Coun
cil. As long- as these people conduct
themselves properly there Is no Inter
ference with thern. At night the Mall
anil the Thames embankment provide
them with seats, but they return to
the parks when the gates are opened.
Occasionally In the early morning
keepers have seen "dossers" get a
can of water for washing purposes,
hut as a rule the "dosser" does not re
gard a wah ns a luxury or a neces
sity. Strange to say, these nonwork
Ing cltlEons generally have tobacco to
smoke. They frequent restaurants
the outsldes for the food that the
proprietor gives them Instead of
throwing It away. That. Is bow the
dosser" lives. Ho mends his clothes,
of course, for as a rule the "dosser"
la a bachelor or at least he lives en
garcon, and necessity has taught elm
to use a needle. They occasionally
