Cuban Treaty is Mixed
Now that the senate has adjourned
and gone home, it Is discovered that
there Is a woful mixup on the Cuban
treaty, and that its various provisions
and amendments conflict so that it is
In danger of entire failure at once.
In one place the treaty provides that
It shall go into effect before March 31,
1903, and again is the amendment
that "this treaty shall not take effect
until the same shall have been ap
proved by congress.
There Is also another trouble. The
treaty provides for exchange of rati
fications by the two governments,
but it is pointed out that there can be
no exchange of ratifications so long
as the action of the house is necessary
to make the document a treaty.
The Cuban minister here is evident
ly dismayed at the situation. He has
cabled President Paima suggesting an
immediate calling together of the
Cuban congress which is now in recess.
The whole situation bodes no good
for the ultimate fulfillment of the
president's wishes on the Cuban
question. The treaty Is in a most
embarrassed position at this time and
If it is succeeded In extricating it
from its present difficulties, before it
can finally become operative, practi
cally the entire fight will have to be
rejieated. In the meantime Cuba is
prospering, so that the sentiment
favoring the enactment of the treaty
is becoming less and less insistent.

TUNNEL HELPS DIG ITSELF.
Great lion feder the Alps fl

FornJah Drill Tower.
In the new Simplon tunnel under
the Alps, which will be by far the
greatest tunnel in the world, having a
length of 14 miles, and which, it is now
reported, will be completed in July.
1!)05, the quantity of water flowing out
of the southern end. from the many
veins encountered in the heart of the
mountain, amounts to 15,00(1 gallons
per minute, and furnishes suflicient
power to compress the air by which
the drills are worked, nnd to refrig
erate the tunnel. The necessity of re
frigeration may be judged from the
fact that the heat in the deeper parts
of the tunnel rises as high as 110 de
grees Fahrenheit when not art ificinlly
reduced, says the Scientific American.
Life would be impossible in the tunnel,
where 4,000 workmen labor, if a suc
ceswful system of refrigeration had not
been deviced. When a continuous hole
through the mountain has been ntncie,
then the temperature can more eas
ily be kept down. Two-thirds of Uic
work was completed last July, and the
greatest obstacles have n6w been over
come. NATIONAL COMMON NAMES.
Cnrlons Customs of Applying Sohrl
aneta 'Mint Obtain In Ulfi'er
ent Conntrlea.
"Here in America," said a Philadel
phia artist, who' has traveled exten
sively, according to the ltecord, "we
call a boy 'Johnnie' if we don't know
what his name is. ' It's curious to note
the variations of this custom. In tlie
far west the name is shortened to
'Jack,' and it is applied to any stranger
indiscriminately. On the other hand
we always call a Chinaman 'John.'
When I was studying in l'aris I was
impressed by the fact that to the Par
isian every foreigner is either 'Jack'
or 'Jacques,' accoiding to the pronun
ciation of the native who uses the
term. I spent last winter in Havana,
where I found that the Cubans npply
'Charlie' to all Americans and Eng
lishmen. In Mexico, if a mnn's name
is not known, he is called 'Pedro.' la
our own southern stntes I have no
ticed that the colored waiters in the
hotels are invariably called 'Cieorge.'
I think It would be interesting to
know how these customs originated."
When Grovcr Cleveland makes a
public move he displaces considerable
more material In the democratic
puddle than do his contemporaries.
It should be noted however that
while ponderous, his utterances are
not so frequent as those of some of
the smaller fry; therefor he cannot be
successfully charged with taking
undue advantage of the situation.
SEVERE ATTACK OF GRIP
Cured by One Bottl of Chamberlain's Cough
Remedy
"When I bnil an attack of tbo
grip last winter (,the socond one) I
actually cured tnysolf with one
bottle of Chamberlain's Cough Rem
edy." says Frank W. Perry, editor
of the Enterprise, Shortsvillo, N. Y.
"This la the honest truth. I at
times kept from ooughing myself to
pieces by taking a teaspoonful of
this remedy, and whon the coughing
spell would come on at night I would
take a dose and it seemed that in
the briefest Interval the cough would
ptiss off and I would go to sleep per
fectly free from cough and its
accompanying pains. To say that
the remedy acted as a most agree
able surprise Is putting it very
mildly. 1 had no idea that it wonhi
or could knock out the grip, simply
because I had never tried it for suc li
a purpose, bnt it did, and it seem. id
with the second attark of couching
the remedy caused it to not only be
only of less duration, hut the pjins
were far less severe, and I had not
used the contents of one hottl,
before Mr. Grin bad bid me adieu."
