and House of Representatives of the Com
monwealth of Pennsylvania in General
Assembly met, That the following be pro
posed as an amendment to the Constitu
tion; that Is to 8(y, that section ten of ar
ticle one, which reads as follows;
''No person shall, for any Indictable of
fense, be proceeded atminnt criminally by
Information, f xeept in cases arising in the
iana or naval roroos, or in the mtluia,
when in actual Bervi.e, in time of war or
public da offer, or by leave of the court for
oppression or misdemeanor in oflico. No
person shall, for tho same offense, bo twieti

public use, without authority of law and
without just compensation being first
