The attorney general advises the
department of public Instruction that
the act of 10(11 Is the only one on

sturdy leaven of the robust but
wholesome Republicanism of Qalusha
A. Grow here, and Mr. Grow himself,
who I. a neighbor by the way, la
rightly regarded as a statesman,
rather than a politician. The author
and advocate of the Homestead act,
who I. designated with friendly al
literation as "Oalusha Grow of Glcn
wood," although entitled to celebrate
hi. jubilee of public life, 1. as chip
per and cheerful aa many men who
have not seen half hla years. And he
I. still able to render good service to
the state. But it ts to the younger
generation that Pennsylvania look,
hopefully In next year', campaign,
and this reminds me that the recent
declaration of Colonel L. A. Watres,
that be I. a candidate for governor,
ha. met with a cordial reception out
this way. The people of this section
of the good old Keystone state have
high notions of integrity, even In po
litical matters, and while believing
firmly In their party, they are also
firmly rooted In the opinion that In
tegrity and politic, are not Insepara
ble. They are familiar with the ca
reer of Colonel Watre. In the .tate
senate and a. lieutenant governor, and
I find that they regard him with de
cided favor a. a worthy successor of
those whose names gave lustre to tho
Republican party In Its palmy days.
LIFE'S PRIME FOR SERVICE.
It I. as true today a. when it wa.
first uttered by the celebrated orator,
whose name became a household
word, that: "Men In life', prime make
the beat public servants. They are
not too young to lack experience, nor
yet too old to be hardened by it."
When these word, were addressed to
Alexander Hamilton he wa. in the
fullness of his power.. I believe they
apply a. forcibly In our own day, and
in thl. stato, a. tbey did then.
The man who can reasonably look
forward to many year, of ripening
usefulness 1. unquestionably the man
for the people In position, of great
trust and responsibility; not the man
who Is weary of lite and jaded in the
pursuit of It. prises. In the good, old,
easy times, when political Intrigue
had not reached It. present perfection
In Pennsylvania, It was permissible
to have patriarchal-looking governor,
who were a. Innocent of evil a. the
statue of William Penn, but we have
learned wisdom from experience since
those halcyon days, and now it 1. not
sufficient that a man In exalted office
be of sound Integrity himself; he
must be vigilant and vigorous enough
to circumvent plot, and counterplots
on the part of those who are les.
honest In the olden times there were
no adroit combinations, anxious to
undermine the constitution. The or
ganic law of the state was respected,
and few dared to lay unholy hand,
upon It There war. no legislative
lobbies, to shape doubtful legislation
for the benefit of the few to the detri
ment of the many; therefore ancient
amiability wa. all-sufficient In high
places, Including that of the chief ex
ecutive of the commonwealth. But
we have traveled far along the road
of experience since then, and have
learned a good deal. Now, we know
that energy, and knowledge, and
manly worth are as essential a. high
character and Irreproachable Integrity
In the gubernatorial chair, I do not
here refer to the knowledge that I.
merely .elfish, or the species of en
ergy which a President of the United
States once upon a time described as
"pernicious activity," but to that
knowledge which benefit, all the peo
ple a. well as it. possessor, and that
energy which i. exercised for the pub
lic goed. Conspicuous examples of
the class of men I refer to are to be
found la the annals of Pennsylvania.
It ought to be possible to revive the
public spirit that gave the .tate such
men and renew the manly worth by
which that sterling public spirit was
informed. It ought to be possible for
the Republican party, with It. great
majority, to take high ground for men
and principles.
BOUNDING THE KEYNOTE.
From all side. I bear that the key
note for the Keystone state ha. been
sounded by the recent letter of Colonel
Watres declaring hi. candidacy. In
youth, experience, energy, ability, he
measure, up to the requirements ot
the gubernatorial office. HI. public
utterance, hav. been few, but they
have Invariably been wise, candid and
to the point On the occasion of the
great McKlnley Hemortal meeting re
cently held In the Scranton armory,
with no fewer than 15.000 persons
present, Colonel Watres voiced the sen
timent of that city in hi. fine addres.
to which I can make but the briefest
kind of reference. When the wave of
applause that greeted him aubslded he

hearts. History nowhere records the
death of a chief executive so univer
sally mourned. Bhocked with the ter
rible sorrow which csme In a moment,
the great heart of the nation beat In
unison In abhorrence of the awful
crime. In the twinkling of an eye,
the great power of love manifested
Itself; throughout this broad land men,
women and children are mourning a
personal loss. The nations across the
sea are with us In thought and In
prayer, and have extended to us the
hand of loving sympathy. No event
In centuries has so keenly brought to
the nations of the civilized world the
solidarity of the race, the brotherhood
of man, as our nation's grief, which
has become the grief of the world.
Nations have grown accustomed to
pomp and pageantry from the loss ot
their chief executive, but the scenes
enacted since September 6 are new in
the history of mankind."
After an eloquent denunciation of
anarchy, and a stirring declaration
that ours Is a country of law and or
der, Colonel Watres paid a beautiful
tribute to the lamented President,
adding:
"President McKlnley's love for God,
his mother, and his wife, his country
and his fellowmen claims the affection
a. well aa the admiration of the civil
ized world. No one better than he
has exemplified the beauty of the
home, and the home Is the unit of
our national life. The simplicity of
his life was only equalled by the
grandeur of his character. He was n
pure man and his purity was his
power."
In conclusion Colonel Watres pict
ured the beautifully rounded character
of President McKlnley In meeting
every requirement, and applied to him
the expressive lines of the poet Whit
tier: "What asks our Father of his
children,
Save Justile, mercy and humility,
A reasonable service of good
deeds
Pure living; tenderness to human
needs:
Obedience and trust; grayer for
light to see
The Master's footsteps In our dally
ways.
No knotted scourge nor .acrlfical
knife.
But the calm beauty of an or
dained life;
A life which stands aa all true
lives have stood
Firm rooted in the faith that God
is good."
The action of the Democrats and
Independents, in putting forward a
"Fusion" ticket this week, attracts at
tention in this section as elsewhere
throughout the state and 1. not looked
upon with favor. "If the party would
put forward men like Watres for our
standard bearers, there would be no
split and no talk of such things," said
a Bradford county man today. "Of
course, we'll win," he added, with the
confidence of one whose faith Is hard
to shake, "but, somehow, I feel that
our victory will be a good deal like
that of the boy who played football
with the hedgehog. He kicked the
critter all right, but he went home
limping. I don't like to see our party
limping. It's too big and strong and
healthy for that." This week's fusion
of Independents and Democrats Is
significant for the fact that It brings
ex-Governor Pattison prominent once
more into a position of leadership. It
will be remembered, by those who are
not old, that Mr. Pattison has been
twice governor of Pennsylvania, and
his appearance at this time on the
horizon causes much comment. There
may not be much In It; but some hard
thinkers regard the ex-governor as a
"possibility" once more. They think
it likely that he may loom up next
year for governor. Dick Whlttlngton
was thrice lord mayor of London, In
spite of prospects less favorable. I
do not know whether or not Mr. Pat
tison cherishes the hope of being thrice
governor of Pennsylvania, but I am
sure there Is nothing dishonorable in
such an ambition. It will be recalled
that on one occasion when Mr. Patti
son won victory through the divided
councils of Republican party leaders,
Colonel Watres outran blm for lieu
tenant governor, a circumstance worth
bearing in mind in this year of grace,
when the Elkln candidacy at Harrls
burg is preparing to launch Itself
upon "a sea of trouble."
fcTRAININO THE CONSTITUTION.
Speaking of the Elkln candidacy, a
prominent lawyer, and a stalwart Re
publican by the way, said today that
the state constitution had never been
subjected to a greater strain since its
adoption than under the present ad
ministration. And be added, face
tiously, that all this was done for the
purpose of making our worthy frlc-nd,
Governor Stone, virtually "mayor of
Pennsylvania." A good deal of fun
used to be poked at the London news
paper that described Buffalo Bill, as
"the mayor of the Nebraska legisla
ture;" but this Is not a circumstance
to being "mayor of Pennsylvania" un
der the celebrated ripper act While
the proximate object of the "ripper"
wa. to make Pittsburg, Allegheny and
Scranton "good," It. remote or rather
ultimate Inspiration wa. leveled at
the office of governor tor one and that
of United State, senator for another
of it. chief engineers. But I find I
am Indulging In persiflage, aud, as
"the frost la on the pumpkin," I will
quit telling chestnuts and go chest
