LAWLESS ACTS. -
The saloon smashing of Mrs. Na
tion and her allies are lawless nets
mill as such provoke lawlessness on
the part of others. There is no valid
reason why the proper authorities of
Kansas, and elsewhere, should n it
suppress illegal tralllc In liquor and
punish violators of the law. That
the Joint proprietors are beyond the
pale of law and without legal rights
or protection in the commission of
their misdemeanors Is no reason why
others should become alike criminals
in lawless depredations.
If the laws of Kansas cannot, lie
cause of laxity in those charged with
their execution, be enforced the citi
zens should select as ollleials men
who will do their duty or else repeal
the laws and pass others which voll
be on a level with the general moral
sentiment. Force and violence In
smashing saloons may put a tempor
ary check on the trunk1 but it will be
of no lasting benefit. 8o soon as the
fear of the hatchet is ullayed the sa
loons will open again with renewed
energy to make up for losses sus
tained. When citizens feel impelled
to resort to unlawful acts to correct
abuses which the laws should restrain,
the spirity of anarchy is unloiised and
the law of retaliation is often invok
ed. This has been the case in Kan
sas, the women have destroyed the
dive keepers and they in turn have
wrecked churches.
Speaking within the law there is
no more excuse for the one than the
other, and if this method of dealing
Witli evils should be generally resort
ed to we would soon have a reign of
terror. Enforce the laws or repeal
them.
It is understood that Representa
tive J. B. Westbrook basa bill which
he proposes to introduce, providing
that nil Ktate lauds shall be made
assessable for local taxes. Dr. Rot h
rock it is said will try to have a bill
Introduced appropriating a certain
sum to the roads to be worked out
tinder the supervision of the Forest
ry Commissioners. That die pres
' ent law exempting State lauds from
taxation is unfair and that it works
a hardship on our county is patent,
and no doubt Dr. Rothrock fully
realizes this. However, the stable
door ought to have been fastened
before the horso was stolen, and bad
there been then been the slightest
effort on the part of onr representa
tive In showing up the harshness of
th forestry law in its bearing on his
constituents, a suflieiont sense of
justice might U ve prevailed in the
legislature to have made us some
compensation. It may be difficult
