paratively well known, having made
addresses during the canvass male
by Judge Kirkpatrick. At that time
he made a very favorable impression
on the voters. Mia remarks were
full of force and earnestness his
reasoning was clear and incisive bis
arguments were cogent, and grace.

his manner and address be won the
rdmi ration of his listoners and bis
nomination for the important posi
tion is bailed with satisfaction
That there is a strong possibility of
his eleotion there is no doubt and ef
rort will make the contingency a
certainty.
There is dissension among the
Democrats. Much ill feeling lias
been amused over the manner in
which Mr. Barber's claims and rights
were rnthlessly set aside and ignor
ed. That be was fairly entitlod to
the nominntion there is no doubt in
the minds of fair Democrats, that be
deserved the distinction after bis
successful struggle in Carbon, is
conceded, that bis rights were tram
pled on by the Democratic boss of
Northampton, aided by the commer
cially constructed candidate from
Pike and his conferees, is openly al
leged, and we think from tho strong
expressions made bv ' conservative
and honest Democrats will be re
sented by many of them nt the polls.
In Mr. Stewart we have a candidate
of exceptional ability, a man who
will represent this important district
with credit to himself and bis con
stituents. We ask nil tboso who
profess a desire to be represented by
the best man to carefully wcib the
merits and contrast the capabilities
of oor candidate with those of bis
opponent. There is no manner of
doubt if this is done on which side
their judgoment will fall. We invite
comparison in all the points desir
able in a representative and have no
misgivings, if candor is exercised as
to results.

tion relative to the Philippine ques

ationnl point of view the new school
has a special significance for IVnnsyi-
vanians, since rt large tract of land in
Pike county, near Miirinil, will be
the scene of the Spring woik of the
school when the professors and stu
dents take to the woods for the practi
cal win king out of forestry problems.

Such a scheme as this, taken in
connection witli the development of
an intelligent interest In forestry the

ces, and if the situation can be saved
by science it will lie saved, since aside
from what private initiative is doing
the Frederal Government's various
departments are doing a great work
in spreading a knowledge of the con
ditions and needs of the forests of the
United Stales before the people.
While the Forestry Bureau of the
Department of Agriculture is doing a
special woik and is in itself a great
C illego of forestry, the Geological
"turvpy. thiough Mr. Henry Gan
nett's study of "Fount Reserves,"
has recently made a signal contribu
tion to our knowledge of the forestry
situation In the United States.
These recent reports of Mr. Gannett
throw an encouraging light over the
whole situation. He shows that 117
per cent, of the total a tea of the Uni
ted Stales is slill wooded, while pre
vious estimates have assumed it was
but 25 percent. When it is remem
beivd that the annual value of timber
output Is HI)(),0im,OUO, som; Idea of
the returns In this great industry it-
given. We still cany on operation
in a shiftless manner, and indille'-ence
as to waste and flies In the State of
Washington alone have consumed In
a few years enough timber to supply
the whole United States with lumber
for two yearn. It Is the problem of
waste and reforestation that the Gov
ernment is studying, and schools like
that Yale has started, by tin ning out
equipped men, can do the country a

Proposing an amendment to tho Constitu
tion of the Commouwcnlilu
Section 1. Holt resolved by the Senate
and House of Representatives of the (Join-!
mouwealth in General Assembly met, That
the following Is proposed as amendments
to the Constitution of the Commonwealth
of Pennsylvania, in accordance with the
provisions of t he eighteenth article thereof:
Amendment One to Article Eight, Section
One,
Add at the end of th first paragraph ol
said section, after the words "shall be. en
titled to vote at all elections," the words
"subject however to such biws requiring
and regulating the registration of electors
as the General Assembly may enact," so
that the said section shall read as follows;
Section 1. Cjunlitleat Ion of Electors
Jvery male citizen twenty-one years of

Jiall be entitled to vote at all cleetioits,

regulating the regisitaiioii of electors as

ted States at least one month

elections by tho citizens or for the regis
tration of electors rdiall be uniform
throughout the State, but laws regulating
and requiring the registration of electors
may lo enacted to apply to cities only, pro
vided that such laws bo uniform for cities
of the same class.
