cents on the same date this year.
The increase was -13 per cent, under
the gold standard.
We condemn and denounce the

The Republican policy of expan
sion is to secure footholds by which
our commerco will b-j protected and
extended. The Democratic policy
was to noquire slave territory aiid
additional power in Congress
through an increased number of
sla ye States. ,
The per capita circulation of the
United States hao expanded from
121.35 on Judo 1, 1896, to 26.60 on
June 30, 1900 a gain of $5.25 in
fonr years.
Since Mr. Bryan began to tell the
people fjur years ago that what
they wanted was more money, they
bave added at the rate of $135,210,
000 annually to the circulating me
dium. Five hundred ard forty thousand
dollars an hour, more than $9,000 a
minute, or $150 per socoud, is the
rate at which the people have in
creased the circulating medium of
the country in the last four years
if we count the actual working day

To contend with disease is difficult

ist Hospital in Brooklyn is now
waging. Its wards are full, and its
current expense treasury is over
drawn.
As Bluohor was needed by Woll
lington at Waterloo, so is a full Vol
uuteor Corps now needed iu our
Hospital's summer fight. Many are
joiniug this organization. By gifts
of $9, $25, and $10, which respec
tively cure an adult or child or care
for a surgical patient one week, the

Letter writing appears to linre occu
pied the plnre now taken by flip pub
lic press. Letters of great length
were constantly passing from ono
lender to another. It speaks volumes
for the Industry of the men of the
time, for their letters were all In hand
writing. Those of Washington nlone fill seven
large volumes, ntid throughout Ids
political career .lelTerson was even
more active with his pen. Sometimes
when his letters were printed he must
have wished he had not been so free.
Throughout his residence In France
lie wrote most voluminously to Con
gress, his writ lugs forming a running
history of the time 111 Kurope. After
Ills retirement to Montiiello he con
tinued to write letters of great length
to his friends In nil parts of the Union,
and In this wise his lnlluenee re
mained nearly ns great as when lie

The Cost of a War.
The .Tnpnnese Minister of Finance
lias recently published a report which
gives an Idea of the expense Incurred
by tlint nation In the war with China.
This report covers a period of twenty
two months, from June 1, 180-i, to
March 21, 1S0II, although actual oper
ations censed about the end of April,
