The attempt of Director of rublic
Safety A. L. English of Philadelphia,
to prevent the publication of crlti
cism on the city government, in the
Northl American, by.threateningj.lohn
Wananiaker, was not a success. It
was a most unwantmted effort to sup
press just tlie tilings which if true the
public ought to know and if not true
there was a far more effectual way by
an appeal to the Courtu When pub-
lie functionaries' so conduct themsel
ves in office that their acts merit ex
posure it is the privilege and the du
ty of resectable newspapers to hold
them up for the public gaze and any
man who us,w the power of his office
to ettenipt to prevent a newspaier
from so doing or uses threats to ac-
comptish that purpose becomes t
blackmailer and his act Is indcfensl
ble. The Director is likely betterae
quainted now with Mr. Wamimaker
than before and he probably knows
more about public opinion too by
this time. His effort to thus gag a
newspaper meets with general de
nunciation as is proper, and ho hini
seff should be promptly suppressed.
The New York Central Railroad
and its employees have reached a
satisfactory understanding, and the
walking delegate and the Democrat
ic, politicians are correspondingly
sad.
As fc legislative proposition, the
payment of subsidies to American
6hips in the foreign trade commands
the support of three-quarters of the
Houso Commit too that, considered
a bill of that character.
The Americans voters have always
resented the efforts to substitute
fiction for facts. They will not
change their policy this year.
It is safe to preJict that the Phil
adelphia platform will not be framed
by a' committee of professional
gloom mongers.
The Democratic platform-makers
will soon be making room for a little
sympathy for the Sultan of Turkey.
One section of the Democratic par
ty, voicing the sentiment of the free
traders, and foreign shipping inter
ests, favor the free admission of
foreign-built ships to American reg
istry, instead of having those ships
built in American ship yards. An
other section favors having them
bnilt in the United States, to which
view all Republicans assent. Aud
yet there is reason to believe that
the consideration of the bill that
Avill give this work to Americans
will be deforred until the next ses
sion of Cotirosj precisely what
