The annual competition was established by Scoutmaster Al- lan Stroud of Troop 444, Sweet Valley, and judged by a team of i i F £ experienced Scoutmasters. The Webelos were given the ‘ challenge of building an emer- - gency survival site for two people that could endure a major winter ‘storm. Within a 60-minute time period, the boys had to work as a - team to identify a site, construct.
