gued enacting the ordinance
could expose the borough to le-
gal liability.
Daley called the ordinance “le-
gal gamesmanship” and “a gam-
ble” that “clearly violates the
state oil and gas law” that could
cost the borough hundreds of
thousands to defend in court.
Varaly said the ability to ban
gas drilling is ultimately a ques-
tion of land use and falls under
the authority of municipal zon-
ing, and described how the bor-
ough could strengthen its zoning
ordinance to effectively prohibit
drilling without adopting the or-
dinance.
McCormick called the ordi-
nance “overly broad” and “legally
questionable,” particularly in its
outlining of the inalienable rights
of natural communities and eco-
systems, and said “it will most
likely cause significant difficulty
for the residents down the road
completely outside of the ques-
tion of the gas drilling.”
After the meeting, Boice said
she was disappointed that coun-
cil did not adopt the ordinance
and that she “won’t give up. I'll
continue. This isn’t the last Har-
veys Lake has heard from us.
“We're going to try to support
people in the upcoming election
who are going to honor the will of
the people,” she continued. “We,
- meaning the people of Harveys
Lake who overwhelmingly sup-
port this ordinance. We have to
elect people who will honor the
will of the people.”

Rules outlined for KT's Spring
Clean Up Program set for May 2
The following rules apply to
Kingston Township’s Spring
Clean Up Program, which be-
gins on May 2. The program,
held at the township public
works building, is only open to
Kingston Township residents,
and proof of residence must be
shown at time of materials drop
off.
e Hours are as follows: 11
a.m. to 7 p.m. on May 2, 4 and 6,
7 a.m. to 3 p.m. on May 3 and 5,
8 a.m. to 4 p.m. on May 7.
e The following items will
not be accepted: household
trash or garbage; recyclable
items such as newspapers, plas-
tics, bi-metallic cans, clear and
colored glass, tree stumps or
rocks; construction debris; tox-
ic materials but not limited to
paints, solvents, automotive
fluids, fertilizers, medical waste
or any chemicals; all electron-
ics; tires; and large appliances
such as washers, dryers, refrig-
erators, freezers, furnaces,
stoves, microwaves and water
heaters.
Air conditioners or dehumid-
ifiers not tagged with a certified
sticker from a professional stat-
ing that Freon has been re-
moved will not be accepted.
Participants are asked to pre-
sent tattered American flags to
the staff for proper disposal.
e All residents are required
to obtain a coupon prior to
dropping off any materials in ac-
cordance with the following fee
schedule: Cars and small SUVs
can make three trips with a $5
permit, or unlimited trips with
a $10 permit. Vans, mid-size
SUVs and small trucks can
make two trips with a $10 per-
mit or unlimited trips with a
$25 permit. Large trucks, trail-
ers, cargo vans and large SUVs
less than 1 ton can make one
trip with a $35 permit. Vehicles
weighing more than 1 ton can
make one trip with a $90 per-
mit.
There will be no refunds on
coupons. The township re-
serves the right in determining
the classification of vehicles.
* Coupons are issued to the
occupants of rental units, not to
the owners.
e Proper identification will
be required with coupon for ad-
mission to the drop off site.
