The concept of a Back Mountain Communica-
tion Advisory Committee officially became a
reality last week at a meeting at the Kingston
Township Municipal building with eight repre-
sentatives from four communities comprising
the board.
The commission, which is the only one of its
kind in the area, will be made up of Kingston
Township, Dallas Borough, Dallas Township and
Harveys Lake Borough, with the communication
center to continue operating out of the Dallas
Township Municipal building.
Those making up the board include: Ambrose
Gavigan, vice chairman of the Kington Town-
ship supervisors; Paul Sabol, Kingston Town-
ship police chief and chairman of the group;
Tim Carroll, Dallas Borough councilman; Ed
Lyons, Dallas Borough police chief and secre-
tary-treasurer of the commission; Phil Walter,
chairman of the Dallas Township suprvisors and
vice chairman of the board; Carl Miers, Dallas
Township police chief; Joe Boyle, mayor of
Harveys Lake and Lionel Bulford, Harveys Lake
police chief.
Under the new format, each community would
have an equal say on how the operation is run.
That makes it unique from other similar setups
that provide dispatching or answering services
only, but do not allow any input on funtional
matters from those towns that are being served.
The elected officials would vote solely on
financial dealings, although the police chiefs
could offer input, while all eight members would
have a vote on items such as hiring, firing,
reprimanding and other matters. It has not yet

that appointment is expected to be made by
January 1.
- “What we are doing is upgrading what we
already have,” Sabol noted. ‘The day-to-day
business will basically be the same. What we
will be working on is improving what we can
through training and the addition of equipment.”
Currently the three pay approximately $14,500
to Dallas Township which has the final say in all
matters. Under the new agreement, which is a
one year deal that may be extended to three, the
commission will operate on a separate budget.
Each of the four could already expect a 5 or 6
per cent increase for the 1987 budget.
To help defray costs, the Commission is also
looking to expand the dispatching service to
smaller neighboring police departments that
presently have only an answering service. Those
who wish to join would probably pay on a per
capita basis but would have no say on the
commission.
One improvement the board has already
talked about is the buying of a recorder that
would tape all phone calls that come into the
dispatcher.
“It would be more professional and we would
cover ourselves for liability,” Sabol explained.
“Now it is one person’s word against anothers.”
The commission has also talked about pur-
chasing a 911 emergency unit, but that will
probably come some time in 1988, possibly with
the aid of federal grant money.
