Citing the state’s already out-
standing record in collecting child
support payments, Gov. Dick Thorn-
burgh recently signed legislation
consolidating state child support
laws and related domestic issues.
“With this new legislation, we will
expand our efforts to ensure that
child support payments are made
by the absent parent, and not by the
taxpayer,” Thornburgh said.
“Furthermore, this law will not

honored
Guyler C. Gutstein, a senior at
Wyoming Seminary College Prepa-
ratory School, Kingston, has been
selected as the November Student of
the month for the Kingston/Forty
Fort Lions Club.
An active participant in the
school’s athletic program, Gutstein
has been a four year member of the
soccer team and has traveled and
played team soccer in China, Japan,
Germany, Belgium and Holland. He
has also been a four year member
and is captain of the boys’ swim
team. He is also a member of the
tennis team.
Mr. Gutstein’s additional school
activities include being assistant
editor of the yearbook, member of
