make sure no one was vandalizing
the facility, but we never agreed to
maintaining it.”
Eugene Smith, PFC Chief of Con-
struction and Maintenance at the
PFC headquarters for Engineering
and Construction in Pleasant Gap,
Pa., said last week the restroom
would not be built until a mainte-
nance agreement was reached.
Said Smith, “We still have not
come to an agreement on who.is
going to maintain the facility. We
now have the restroom unit and it is
ready to be installed, but without an
agreement of maintenance we
cannot go ahead with construction.”
Councilman Jones said Friday the
only possible way to reach some
type of agreement would be if the
PFC would give Harveys Lake Bor-
ough a percentage of monies col-
lected by the PFC through citations,
licenses and boat registrations.
“I feel the maintenance is their
(PFC) responsibility,” said Jones.
“The PFC is actually raping the
borough. They write all those cita-
tions and to collect money from
boat registrations and fish licenses
and they keep all the money. Har-
veys Lake Borough gets absolutely
none of that money. Since they get
all the revenue from people out
here, then they should maintain the
restroom.”
Jones continued by saying he feels
Harveys Lake residents, and others
who use the boat launch, need the
restroom facility but held firm in
stating he did not feel it would be

“I am not saying we do not need a
facility for the people,” said Jones.
“God knows we have needed some-
thing like this for years. But I do
not want to see the taxpayers of
Harveys Lake Borough paying for
what is largely PFC maintenance.”

“Where would property values go
then?’”’ Dolloff asked. ‘‘They
obviously would go down.”
The four intersecting borough
roads which CATCH is targeting for
public access, are located within a
.4 of a mile stretch of Lakeside
Drive. All four roads are located
near - CATCH member Sandra
Perez’s home on Ash street. Perez
has been an outspoken member of
CATCH and CATCH opponents have
charged that the four roads were
selected only for Perez’s benefit.
“The fact that the roads are near
Sandy’s house is just coincidental,”
said Dolloff. “We have to start

somewhere and these roads just
happen to be the ones O’Conner
(Harveys Lake solicitor) found.”
Dolloff said CATCH is questioning
the legality of people building docks
at the four borough road locations.
CATCH claims that residents of
Harveys Lake have built docks
without ever purchasing and acquir-
ing a deed for the lake frontage.
“To own something, you need a
deed for it,” said Dolloff. ‘What we
are asking for is proof that these
people actually own the property. If
they do own the property, we want
to know how they (dock owners
near the four borough roads) got the
deeds. Did they purchase them or
what?’’ Dolloff asked.

Dolloff said many Harveys Lake
residents are apathetic to the
{CATCH committee’s goals because
they (residents) are used to the idea
of having public access areas like
Old Sandy Bottom Beach and
Hanson’s Marina available. Old
Sandy Bottom Beach is now a pri-
vate beach club requiring a $2,000 a-
year membership fee and Hanson’s
beach requires a $1 fee for gach
family member.
“People have a false sense of
(Continued from page 1)
security with Sandy Bottom there,”
said Dolloff. ‘But how many people
can actually afford $2,000 a year to
swim? They also claim that we
have Hanson’s for public access.
But with Hanson's, there really is
not that much beach there to talk
about. It (Hanson’s) is also a busi-
ness. And it could be sold just like
any other property. Then (if it were
sold), where would the public
access be available?”
