islature and replaced
with the Motor Vehi-
cle Financial Respon-
sibility Law, effective
October 1, 1984.

about the new law
until mid May 1985
when retroactive bills
were received by
Pennsylvania motor-
ists’’, according to
Charles J. Spitale,
Executive Vice presi-
dent of the local AAA,
The Valley Automoi-
ble Club. Spitale con-
tinued, “with the
assistance of the
statewide AAA orga-
nization, the Pennsyl-
vania AAA Federa-
tion, we will attempt
with this news release
to explain how the
law works in the hope
itwill help clarify
some questions and
answer others.”
Among other
things, the law
requires vehicle
owners to buy $10,000
of insurance coverage
for medical and reha-
bilitative expenses or
otherwise provide
proof of financial
responsibility (self-
insurance under very
Coverage between
$10,000 and $100,000 is
at the option of the
individual. The catas-
trophic Loss Trust
Fund, set up under
the new law, or CAT
Fund for short, takes
over at the $100,000
level and provides eli-
gible claimants as
much as $50,000 per
year up to a lifetime
total of $1 million.
Payment of benefits
is NOT dependent on
establishing fault, but
is automatic to all eli-
gible claimants.
The CAT Fund is
financed by a $5
charge per vehicle as
billed to the owners of
7.7 million automo-
biles and 87,000
trucks registered in
Pennsylvania. The
first year of coverage
was billed to vehicle
owners in the period
between May 15 and
June 15, 1985. The
second year bills for
vehicles with a regis-
tration effective date
of October 1, 1985,
were mailed in July.
Future billings will be
sent three months
prior to the month in
which the vehicle reg-
istration is due to be
renewed.

Dennis Garvey,
chairman of the 1984-
1985 Luzerne County
Campaign for the
Northeast Pennsyl-
vania Chapter of the
American Heart
Association,
announced recently
that the campaign
exceeded its goal of
$107,000 by more than
$1,500.
In making the
announcement,
Garvey said the cam-
paign, which ended
on June 30, raised
$108,645, compared to
$97,675 raised during
the previous fiscal
