REALTY
By E. FEULNER
Though President
Ronald Reagan has
called for an end to
the ‘‘voluntary’’
restraint agreement
limiting Japanese
auto imports, don’t
expect a massive
influx of inexpensive
Japanese cars.
The Japanese
already have
announced they will
boost auto exports to
the U.S. by approxi-
mately 25 percent.
But this will only
bring the total to 2.3
million units. And
with President
Reagan expressing
displeasure with the
increase, the Japa-
nese are doubtful to
go higher.
With the U.S.-Japan
trade deficit running
at a record pace - $36
billion in 1984 - the
Japanese are aware
of the protectionist
fever spreading like a
pox on Capitol Hill.
So agreement or not,
there will be no dra-
matic increase in the
number of Toyotas,
Hondas and Nissans
reaching our shores -
and those that do
more often than not
will be pricey top-of-
the-line machines.
Overreacting to the
end of the quotas, as
he is wont to do,
Chrysler Chairman
Lee Iacocca, the guru
of economic flapdoo-
dle, has threatened to
pick up his tax-subsi-
dized marbles and
leave the game. If the
U.S. government
won’t continue to
keep the Japanese
bullies out of Chrys-
ler’s back yard,
Iacocca says, he will
build Chrysler’s new
line of “Liberty” cars
overseas. This con-
firms what some
people have been
whispering for years:
that Iacocca has been
using profits Chrysler
reaped while the
quotas were in effect
not to make Chrysler
more competitive, but

The so-called ‘‘vol-
untary restraint
agreement,”” which
expired at the end of
March, dates back to
1981.
Under the old
agreement, from 1981
through 1983 the Jap-
anese were allowed to
ship 1.68 million cars
annually to the U.S.
Last year the ceiling
rose modestly to 1.85
million.
By restricting the
number of imported
cars, Washington
made it possible for
U.S. companies to
raise prices without
fear of losing busi-
ness to less-expensive

competitors. That’s
exactly what hap-
pened. Wharton Econ-

that the average cost
for a new U.S. made
car rose $2,600 during
the life of the restric-
tions.
