A capital campaign currently underway is proposing to raise $450,000 from the nine Back Mountain municipalities served by the library. The new applications reflect the increased income eligibility guide- lines during the 1983-84 session of the General Assembly. : Effective April 1, eligible persons will include those over age 65 whose income, if single, is less than $12,- 000, or if a married couple, less than $15,000 annually.
