A unique approach to developing businesses in FRuzerne County is being fostered by representatives of area economic development, busi- ness, and educational agencies. They have formed the Business Incubator Advisory Board of Luz- erne County and their main goal is to foster the development of emerg- ing businesses through the county. Incubators are not a‘‘new’” con- cept; they have existed in one form or another for over two decades. Universities, private industry, and local governments have all estab- lished and supported incubators. Basically, the incubator is a vehicle for reducing the obstacles to new business formation ‘and expansion by providing inexpensive-flexible work space. Some facilities also offer management and skill-training assistance, business services, and or financial assistance to their tenant firms. : Incubators can benefit entrepre- neurs by: --creating a synergy among tenant firms--tenants often share equip- ment and give each other business; --eliminating building mainte- nance responsibilities; --providing an environment. where they are not alone, thereby reducing the anxiety of starting a new busi- ness; and --increasing their visibility. The Business Incubator Advisory Board of Luzerne County is inter- ested in businesses, which helps revitalize the community since small business plays a major role in driving the economy. The Advisory Board will offer assistance to agencies, private sector, or educational groups seek- ing to establish an incubator facil- ity. The Board will also serve on a clearinghouse capapcity to match business firms looking for such assistance to the available, most suitable, incubator space. Thinking ‘Observe hatching Assistance is. now available The Governor’s Energy Council is offering financial assistance to Pennsylvania homeowners for the purchase of solar water heating systems. Luzerne County Rep. Frank Cos- lett said the grants for up to $1,000 are available to every Pennsylvania homeowner if they receive a loan or use a credit card to purchase a system. ; Residential buildings of one to four units are eligible for the grants. Rep. Coslett noted the program provides a 40 percent subsidy (up to $1,000) for qualifying systems.
