No decision yet on permit Dallas Township Solicitor Frank Townend announced a decision will be reached at the Oct. 18 meeting of the zoning hearing board on whether to approve a building permit application submitted by Sobeck and Lindquist Building Developers of Luzerne for 16 townhouses on Carden Street. School program expands A Drug and Alcohol Abuse Program, introduced last be expanded to elementary students. | The program includes giving students information about drugs and alcohol, helping them learn to choose between alternatives, such as whether or not to drink, and how to evaluate the consequences of their decision. The local Parent-Teacher and PAK (Back Mountain Parents and Kids) organizations donated funds to help pay for the program. The changes include regulations for expansion of structures such as nursing homes, hospitals and prisons and storage of hazardous materials, The changes are scheduled to be adopted on Nov. 7, after which township residents will be eligible to purchase flood insurance. Napieralski appointed Dr. Edmond Napieralski was appointed to the Jackson Township Municipal Authority on Oct. 3 by the township supervisors. The appointment of Napier- alski fills the last vacancy on the seven-man board. The municipal authority, which was put back into operation during September, is seeking federal funds for the installation of a new sewer system in the township. Walsh is found guilty James M. Walsh, 17, of 118 Westminster Drive, Dallas, was found guilty of negligent operation of a motorboat by District Justice Leonard Harvey at a hearing held Oct. 6. Walsh had been cited by the Pennsylvania Fish Commission in connection with an accident that occurred Aug. 16 on Harveys Lake when his motorboat struck a drifting boat occupied by Michele Kravitsky, 23, of RD 3, Box 177, Dallas. The Fish Commission also cited Miss Kravitsky with negligent operation of her boat, but Harvey found her not guilty at the Oct. 6 hearing. The citation against Kravitsky alleged she failed to use required navigation lights. : - In his ruling, Harvey relied on testimony from Fay Williams of Harveys Lake, a witness to the accident who was in his boat near the scene of the accident and said he saw a blinking light on the Kravitsky boat after the crash. Harvey said that since Miss Kravitsky’s boat was struck on the left side while it was pointed toward shore, Walsh must have been traveling in a clockwise direction around the lake. Lake boating laws requiring boats to travel in a counter-clockwise direction.
