apostrophe on the cover of
a recently published book
‘‘Harvey’s Lake.’’ The
author, Atty. F. Charles
Petrillo, had gallantly pre-
served the apostrophe for
historical purposes and his
research pointed to the
real culprit.
The apostrophe thief was
positively identified as
Uncle Sam who, on May 1,
1949, decreed that Harvey
would lose his apostrophe
when the new post office
opened. This was in
accordance with a new
federal government policy
which mandated that all
apostrophes be dropped
from the names of places.
All the apostrophes are
believed to be alive and
well and living in a vault
in the Washington, D.C.
area.
A move is presently
underway ‘to petition the
U.S. Government for
return ‘of Harvey's apos-

At a recent meeting of
the Pennsylvania Fire
Service Professional Quali-
fications Board in Harris-

reported, “At the present
time in Pennsylvania there
is no method to measure
an individual’s perform-
ance in firefighting skills.
Our program, which is
entirely voluntary, will
permit individuals to dem-
onstrate their professional
knowledge and ability and
be recognized for their

level training program is
also available, adminis-
tered by the State Fire
Academy, to assist in
meeting the performance

Pennsylvania firefighters
to demonstrate to the fire
service, their peers and
their communities, that
they have met a nationally
recognized level of per-
formance based on the
National Fire Protection
Association 1001 Profes-

ally, they can, based on
that standard, call them-
selves professional fire-
fighters. This will assist
them in their careers as

According to the State
Fire Commissioner, only
five states in the nation
now offer accredited certi-
fication programs. Penn-
sylvania submitted its
request to the National
Professional Qualifications
Board for the Fire Service
for accreditation in
November, 1982.
The Pennsylvania Pro-
fessional Qualification
Board, which meets at
least quarterly, is com-
prised of representatives
of the State Fire Acad-
emy; the Firemen’s Asso-
ciation, State of Pennsyl-
vania; the Pennsylvania
Legislative Federation;
the Keystone Chapter,
International Society of
Fire Service Instructors;
the Keystone State Fire
Chiefs Association; the
Pennsylvania State Fire-
fighters Association; the
Pennsylvania Association
of Arson Investigators,
Inc.; the Pennsylvania
State Fire Police Associa-
tion; volunteer fire depart-
ments; paid fire depart-
ments; county fire
schools; county or regional
fire service organizations:
community colleges with
fire school curricula;
industrial and institutional
fire’ departments; county
or municipal governments,
and the insurance indus-
try.
Also included are repre-
sentatives from state
agencies with fire-related
programs such as the
Pennsylvania State Police
Fire Marshal’s Office; the
Department of Environ-
mental Resources, Bureau
of Forestry Fire Protec-
tion; the PEMA Training
and Education Office;
PEMA County Coordina-
tors and the Pennsylvania
Emergency Health Serv-
ices Council.
Henry stated that an
informational brochure is
being developed by the
Board which will be dis-
seminated to the state’s
