An application for a grant in excess of $300,000 has been sent to the Department of Com- munity Affairs for Luzerne Borough by its planning engineers. The grant application is being made for a storm sewer project in the Kelly Street area of the municipality. Residents of the area signed a petition indica- ting their need for new storm sewers to replace stalled many years ago under a Federal work project. The box culvert is a walled-in type facility which has created problems in severe storm situations through the years. The application is being made under the Small Communities Grant administered by the state. Swoyersville Municipal Authority at its opening meeting of 1983 voted unanimously to increase sewer connection fees from $305 to $505 per unit. Chairman Stanley Zawatski stated that the reasons are threefold. First, they are pursuing the collection of the mentioned.
