He is one of the youngest men to hold this rank. Joe is currently assigned to Lowry Air Force Base, Denver, Colo., where he is serving as the Executive Officer to Maj. Gen. William R. Usher, Commanding General, Lowry Technical Colonel Congilio is a 1957 graduate of Swoyers- ville High School where he starred in football for Coach Jehn YonKondy’s great 1956 team which took the championship.
