The Harveys Lake
Taxpayers Assn. is urging
the borough Municipal
Authority to make a
special effort to. collect
overdue sewer payments.
At a recent meeting, the
Taxpayers Assn. an-
nounced it would ask the
HLMA to develop a plan
for collecting overdue
sewer bills. Association
president = William
‘Buddy’ Hoblak said he
would personally urge the
HLMA to cooperate with
the Taxpayers by setting
up a joint committee to
look at the delinquency
list and ‘see where it
stands.’
Hoblak said he was
aware that some people
may well have difficulty
in paying but that it would
still be a good idea to
check the list name by
name in order to
maximize payments.
In a related matter, the
Association’s leadership
said it would continue to
press the HLMA for in-
formation on its exact
liability for damage to the
roads following sewer
installation. Association

Association believes holds
costs of road restoration.
Hoblak said he was
concerned about
‘anything swept under the
rug or any buckpassing,’
while Cappellin com-
mented that, in his view,
‘PennDOT feels there's
enough fault on the
Authority’s part.’
Association. member
Clayton Sorber told the
group that he has ob-
served major road set-
tlements in the vicinity of
a pumping station
because of what he called
improperly laid pipe.
Hoblak predicted that
‘Our assessed valuation is
going to suffer’ if such
problems are not spotted
and correctecd.
The Association
commended borough
council for passing an
ordinance requiring the
Pennsylvania Fish
Commission to hook up its
property to the borough
sewer system and for its
new garbage ordinance.
Cappellini said he would
press council for ad-
ditional ordinances
regulating litter and
parking.
The Association also
announced that solicitor
Cappellini had obtained
from borough solicitor
Atty. Joseph Kasper a
written opinion stating
that council has equal
powers with the HLMA in
determining if a group
can use the HLMA
building meeting rocza.
A dispute develop
several weeks ago when
the Association was
denied opportunity by
HLMA to hold a special
evening meeting.
According to Cappellini,
council can now give
permission.

One of the most im-
portant things learned
from the seminar, ac-
cording to Constable
Gauthier, is that police
should be notified im-
mediately and that the
vicetim of a rape should
not attempt to clean
themselves or their
clothing, as importa

He said that while
emphasis was given on
investigation of rape
cases, much time was
also devoted to the care of
the victim.
“Using psychological
insight in the handling of
the victim not only can
prevent trauma for her,
but can also benefit the
police by providing job
satisfaction as well as
enhancing the officers
ability to satisfactorily
close the case out,’ says
Mr. Gauthier.
