Indian Guide Program
Formed in Dallas Area
The Wilkes-Barre YMCA
Youth Division announces the
formation of a Father and Son
Indian Guide program in the
Dallas area. Indian Guides is a
program in which fathers and
sons participate together as
tribe members. The purpose of
the program is to provide the
opportunity for fathers and sons
to do a wide variety of things to-
gether at the time in a boy’s life
when his physical and social de-
velopment most needs the mas-
culine influence of the father.
The first tribe was formed of
fathers and sons from the West-
moreland and Trucksville Ele-
mentary Schools. The following
fathers and sons comprise the
Susquehanna Tribe: John Carr,
Larry Carr and John Carr Jr.;
Ray Shurites and Charles Shur-
ites; Mert Hoffman and Mark
Hoffman; Rudy Savelli and
Brian Savelli; Jim Koutnik and
James Koutnik; Laurence
Scheel and Chris Scheel. Indian
Guide meetings are held in indi-
vidual homes and the next
meeting of the Susquehanna
Tribe will be held Jan. 5 at 7:30
p.m. The program is available
to boys in the first, second and
third grade of the Dallas area
schools.
Any interested father who
would like more information
can contact Donald I. Bell,
youth and camping director of
the Wilkes-Barre YMCA.

Parochial Public Utility Board
(continued from PAGE ONE)
schools are entitled to a refund
of up to $75 for grade school
children and $150 for high school
students.
To qualify fori reim-
bursement, parents will have to
complete tuition payments by
May 1972, forward a cancelled
check or receipted bill ac-
companied by a government
form signed by the school
principal verifying that their
child attended non-public school
for the past year. It is an-
ticipated that refunds will start
September 1972.
Apprehension over tuition
costs was somewhat dispelled
by Father Jordan’s statement
that no child will be turned
away from parochial school
because of his parents’ inability
to meet this additional financial
burden.
It was noted that this new cost
is in addition to any previous or
existing educational fees.

However, if in the com-
mission’s opinion there is any
question about lawfulness or
reasonableness of rates, it can
and does suspend them for a
total period of nine months. An
investigation then is held to
determine whether the rates
are just and reasonable.
PUC literature states that a
utility must be allowed for its
service a fair return on the fair
value of its property used and
useful in the public service.
As of 1960, the prescribed fair
rate of return for some 24
electric companies in the state
was 5.9 percent. In 1965, the fair
rate of return for investor-
(continued from PAGE ONE)
owned utilities was 6.10 percent.
The statutory powers of the
commission, which has
regulated in the Commonwealth
since 1914, are exercised
through the adoption of orders
after hearing. Such proceedings
may be initiated on application,
on complaint, or on the com-
mission’s own motion.
Proceedings directed to
adequacy of service or
reasonableness of rates are
usually initiated on complaint.
Individual consumers, groups
of citizens or representatives of
municipalities may bring ac-
tions before the commission.
