Consumer Pays More
‘The consumer loses three
ways as a result of today’s
packaging: (1.) he pays more
for a disposable container than
for a reusable one; (2.) he has to
pay to have the one-way con-
tainer collected for disposal; (3)
he must pay again when the
container does not degrade but
lives to foul our environment.
Everhart Plans
Ecology Exhibit
“Now an Alternative,” an
exhibition dealing with local
environmental conditions, is on
display in the downstairs
gallery of the Everhart
Museum, Scranton, through
June 6.
Gary Grossman, industrial
design student from Pratt In-
stitute, Brooklyn, N.Y.
designed the unusual and out-
standing exhibit while working
on his senior thesis. The pur-
pose of the display is to inform
area residents of the many
ecological problems existing
within Northeastern Penn-
sylvania.
Photographs, slides, models,
and sculpture form an integral
part of the exhibit, which also
presents possible consequences
and offers suggestions on how
individuals can help to solve the
environmental crisis.

Commerce Offers Loans
Toward Pollution Control
The Commonwealth of Penn-
sylvania is committed to a
comprehensive program of re-
storing its land, air and water
resources to a cleaner, more
natural state consistent with
their use in recreational, -agri-
cultural and commercial pur-
suits, a statement from the
Department of Commerce to
the Citizens Advisory Council
said this week.
Proper management of these
resources requires a knowledge
of the ecological balance of
nature, the technology of its
control and protection, indus-
trial techniques which both
cause and control pollution, and
methods which insure that ade-
quate actions are taken in both
a technical and business sense
when needed, the statement
continued.
In past years inadequate
knowledge of these factors has
led to what many consider to be
a crisis in environmental break-
down and an increase in pollu-
tion hazards.
The basic problems are not
new, but the rapid growth of
energy demands and the
technology of production of cer-
tain products have aggravated
the problem significantly in
recent years.
The newly created Depart-
ment of Environmental Re-
sources is the agency respon-
sible to the people for monitor-
ing, controlling and promoting
cleanliness in these vital re-
sources. Secretary Walter G.
Arader, Department of Com-
merce, responsible for the im-
provement of the business cli-
mate in the commonwealth,
stated that he is in agreement
with the objectives of the DER.
Commerce intends to
strengthen and supplement
DER’s activities by promoting
industrial cooperation and
liaison activities where possi-
ble, he said.
More specifically, the secre-
tary pointed out, the Depart-
ment of Commerce offers finan-
cial assistance through the
availability of low interest
revenue bonds or mortgages to
local industrial development
authorities for industries and
businesses requiring treatment
plants, air purifiers and other
technical devices needed to
insure clean emissions from
their operations.
The Department of Com-
merce was authorized to ap-
prove revenue bond and mort-
gage loan applications for these
purposes under Act 102 of 1967,
“The Industrial Development
Authority Law.”
As of this week, Pennsylvania
industries have received $55
million in tax exempt bonds and
mortgages for the purpose of
resource treatment and purifi-
cation facilities through the
provisions of this act. Details on
methods of application for
assistance and further infor-
mation can be obtained from
the Department of Commerce's
regional representatives or
from the Secretary of Com-
merce, South Office Building,
Harrisburg.
The flexibility of approach
made possible by the avail-
ability of the funds under this
law and the cooperation of the
Departments of Commerce and
Environmental Resources will
aid significantly in the prob-
lems now concerning citizens,
the Commerce Secretary ad-
ded.
