State Senator-elect Robert J.
Mellow (D-Lackawanna), today
voiced his support for the re-
establishment of railroad
passenger service between New
York City and Scranton.
Mr. Mellow joined Congress-
man Joseph M. McDade (R-
Pa.) in urging that the old
Phoebe Snow route (New York
to Buffalo) which passed
through Scranton be named as
part of the Basic National Rail
Passenger System being set up
by Transportation Secretary
John A. Volpe in accordance
with the recently enacted Rail
Passenger Service Act of 1970.
Mr. Mellow also stated his op-
position to a plan submitted to
Secy. Volpe by Gov. Raymond
P. Shafer which recommended
that the Scranton Wilkes-Barre
area be left completely out of
the Basic National Rail Passen-
ger System.
The Shafer plan consists of
four phases, only the first of
which would become effective
next year under the Basic
System. The Scranton-Wilkes-
Barre area is mentioned under
Phase Three, which, according
to the plan, is ’’possible for
later, but deferrable because of
dependency on achieving strong

footing of initial networks under
Phases One and-or Two.”
Mr. Mellow pointed out that,
even with the Scranton-Wilkes-
Barre area mentioned in Phase
Three of the plan, the report
only asks that ‘“‘study should be
made of feasibility of pooled rail
route services between New
York and Scranton and Wilkes-
Barre.”
Mr. Mellow said that ‘‘if the
Shafer plan is accepted by the
Secretary of Transportation
and followed in the development
of the Basic National Rail Pas-
senger System, the Scranton-
Wilkes-Barre area would soon
stand out as the economic sore
thumb of Pennsylvania.
“Further industrial develop-
ment of this area would be ef-
fectively killed,” Mr. Mellow
said. “The state might just as
well write the Scranton-Wilkes-
Barre area right off the map if
Gov. Shafer has his way.”
Mr. Mellow said he intends to
offer Congressman McDade
any help and support he can
provide. ‘I intend to pursue this
matter with Governor-elect
Milton Shapp after he takes
office,” Mr. Mellow said. ‘He
should understand the economic
problems involved and, as a

businessman, he should be sym-
pathetic to the needs of this
area. I'm goint to ask that he
submit an additional report
before the Basic System goes
into effect in May, and I'm
going to request that this area
be given better consideration
than it was in Shafer’s report.”
Mr. Mellow was elected in the
November balloting and will be
sworn into office when the
Senate convenes Jan. 5, 1971.

Company announced today the
sale of $71, million of First
Mortgage Bonds due 1995.
The 25-year bonds, carrying
an interest rate of 9-, percent,
were sold directly to institution-
al investors in a private place-
ment arranged by Eastman
Dillon, Union Securities & Co.
The Dallas-based utility will
use proceeds to replace short-
term debt incurred for capital
additions, a spokesman said,
and represents the largest fi-
nancing the Company ever ac-
