RIGHTS-OF-WAY DURING
PERIODS OF SNOWFALL
AND SNOW REMOVAL; THE
DECLARATION OF SNOW
EMERGENCY; THROWING
SNOW IN THE STREET IN
THE BOROUGH OF DALTON
AND PROVIDING FINES AND
PENALTIES FOR VIOLATION
THEREOF.
ORDINANCE NO. IV 1970
WHEREAS, THE INDIS-
CRIMINATE PARKING OF
MOTOR VEHICLES ON THE
STREETS, AVENUES AND
RIGHTS+OF+WAY OF THE
Borough of Dalton during the
time of the cleaning of snow
from said streets hampers the
errective operation of said snow
clearing and removal; and
WHEREAS, the spreading of
snow on the City streets is
dangerous to both pedestrian
and traffic passage.
IT IS HEREBY ORDAINED
by the Council of the Borough of
Dalton, Lackawanna County,
Pennsylvania, that:
1. Whenever the actual or ex-
pected precipitation of snow,
hereinafter intended to mean
snow, sleet, hail, ice or freezing
rain, will create hazardous or
dangerous highway conditions
for vehicular or pedestrian
traffic in the opinion of the
Mayor, he is hereby authorized
to declare a snow emergency.
He shall immediately inform
the public in the best manner in
which he feels is available to
him. Such snow emergency
shall continue in force until the
Mayor declares that the emer-
gency no longer exists.
2. Two hours after a snow
emergency has been declared
and during its existence no
vehicle shall be parked on the
following Borough streets and
rights-of-way:
A. East Main Street and
West Main Street to Borough
Line.
B. North Turnpike Road and
South Turnpike Road to
Borough Line.
C. Lily Lake Road From
South Turnpike Road to Arm-
strong Road.
D. Brookside Road from U.S.
Route 6-11 to. West Main Street
+, E. Bank Street from Inter-

“+ Fu. Prospect Street from Lily
Lake Road to Borough Line.
G. Orchard Street from
North Turnpike Road to First

Any vehicle stalled, parked,
incapable of moving under its
own power or left unattended
upon any of the aforementioned
streets or rights-of-way may be
removed or towed away by the
Chief of Police or by anyone
authorized by him to do so, the
cost of which towing is to be
borne by the owner of said
vehicle.
3. No person shall throw,
shovel, cast or otherwise move,
place, pile, deposit or dump
snow or ice removed from side-
walks, driveways or other areas
into the streets or rights-of-way.
4, Any person violating the
provisions of this Article shall
upon conviction be fined $25.00
and cost of presecution and in
default or payment of the same
may be imprisoned for not more
than fifteen days.

STEP NO. 1 Spread the chains on the ground
behind the rear wheels to remove tangles. Hooks
should be to the rear. Reinforced chains are best and
the projecting teeth or. cleats should be facing up.
STEP NO. 3. Drive the car forward about one wheel
revolution, so that the applier carries the chains
around the tire.
STEP NO. 2 Gather the chains behind the tire so
they won't catch the fender, and attach the end
links to the “chain applier,” a simple spring steel
wire that is easily slipped onto the tire.
STEP NO. 4 Remove the applier and fasten the
inside hook first, then the outside hook. With a little
practice the inner hook can be fastened by ‘“‘feel”
without getting under the car.
