threat was rendered moot when Mr. Kohl resigned
from council and moved from the borough.
Most recently, Mr. Kasper has supplied legal
counsel for Mr. Hoblak and four other borough
residents when he filed a suit Aug. 27, 1970, to
prevent the borough from borrowing money to
undertake construction of a municipal sewer
system.
Total legal expenses to taxpayers of Harveys
Lake Borough as a result of legal actions filed by
Atty. Joseph V. Kasper have been almost $1,500.
In a news story published Oct. 8, 1970, The Dallas
Post reported that Mr. Kohl had appeared at the
regular meeting of Harveys Lake Borough Council
to insist that he had not been driven from the
council or borough by Mr. Hoblak. The Post
reported Mr. Kohl as stating, “I just wanted to
make very sure that nobody thought I'd been
driven out by Mr. Hoblak or his buddy Joe
Kasper—that punk and his cheap lawyer. couldn’t
drive me out of this room let alone the borough!”
