i PUBLIC NOTICE
The following ordinance will be
acted upon at the regular meeting
of the Kingston Township Board of
Supervisors to be held in the Town-
ship Building on November 13, 1963
at 8 P.M.:
An Ordinance imposing a tax up-
on outdoor advertising billboards;
providing for the licensing thereof
and the collection of such tax and
providing penalties for the violation
thereof. :
BE IT ENACTED AND ORDAINED
by the Supervisors of Kingston
Township, Luzerne County, Penn-
sylvania, and it is hereby enacted
and ordained by duthority of the
same, as follows:
SECTION 1: No outdoor advertis-
ing signs, commonly called “bill
boards” presently erected within
Kingston Township shall be used for
outdoor advertising in said Town-
ship unless there shall have first
been obtained, in the manner here-
inafter set forth, a license therefor.
SECTION 2: Application for the
use of such outdoor advertising dis-
play signs shall be made, in writing,
to the Township Secretary, upon
forms to be furnished by him.
SECTION 3: Upon the filing of
such application and the payment
to him of license fee hereinafter set
forth, the said Secretary shall sub-
mit such application to the Town-
ship Planning Commission for its
consideration. If the said Commis-
sion shall approve the said applica-
tion, it shall so certify to the Sec-
retary and thereupon he shall issue
a license therefor which shall be
valid for a period of one year and
which may be renewed on its ex-
piration from year to year upon the
filing of a new application and the
payment of the annual license fee.
SECTION 4: The annual license
fee shall be at the rate of $5.00 per
annum.
SECTION 5: ‘Any person, firm or
corporation using, or permitting the
use of any outdoor advertising sign
or “billboard” upon land in Kings-
ton Township without having first
obtained a license therefor as here-
inbefore provided shall be guilty of
a violation of this ordinance and
shall, upon conviction thereof be-
fore any magistrate or justice of the
peace, in a summary proceeding, be
subject to a fine not exceeding
TWENTY FIVE ($25.00) DOLLARS
and costs, for each such offense or
violation; provided, however, that
proceedings for enforcement of the
provision hereof and for violations
hereof shall be instituted, prosecut-
ed and completed in the manner
prescribed by the Act of May 1,
1933, P.L. 103, as amended, revised,
re-enacted and consolidated. Each
day on which said sign is so used
without a license therefor shall con-
stitute a separate offense.
SECTION 6: In addition to the
foregoing, the said Township may
pursue such other and additional
remedies as may be authorized by
the said Act of May 1, 1933, P. L.
103 as amended as aforesaid.
SECTION 7: All Ordinances or
parts of Ordinances inconsistent
herewith are hereby repealed.
SECTION 8: The provisions of this
Ordinance are severable, and if any
of the provisions thereof shall be
held illegal, invalid or unconstitu-
tional, the decision of the Court
so holding shall not effect or im-
pair any of the remaining provisions
thereof it being hereby declared to
be the legislative intent that this
Ordinance would have been adopted
if such illegal, invalid or unconstitu- |
tional provisions had not been in-
cluded’ therein.
SECTION 9: This Ordinance shall
become effective on January 1,
1964.

Explorer scouts, Billy Carroll and
Danny Malloy gently sat Metzger
upon the ground where his rescu-
ers supported him. His shoes were
missing, socks wringing wet, arms
and face bore many scratches and
blood was on his lips.
Scoutmaster Butler was soon on
the scene. Nearby lies a deep gul-
ly and a flowing stream. Butler
asked that the weasel come through
to give the victim more comfort-
able passage ‘through the high
brush.
The weasel, driven by Hank Hill
and manned by Ted Hinkle, Fred
Anderson, Richard Winston, Ricky
Ash and William Metzger, brought
out the weary man, mow in. a
state of shock.
William Frederick, William Pugh,
Jack Lasher
rushed him to Nesbitt Hospital in
Kingston Township Ambulance. How
he got into the brush area is hard
to determine, since he was famil-
iar with the entire section. Whether
he was in the same spot in which he
was found all night is also ques-
tionable since his wet feet would
indicate he had been in the swamp
or along the spring house back
some yards.
Cubmaster Joseph Precone, Over-
brook Avenue, came through the
area in which Metzger was found,
but saw no one there at 10:30 that
morning.
Intravenous feedings were given
Metzger at the hospital, and at
press time he was reported in
fairly good condition.
