Questions
new Food Stamp Plan.
What is the Food Stamp plan?
It is a plan to promote sale of
food at reduced prices through local
retail outlets instead of giving it as
surplus to eligible applicants.
Will it take the place of surplus
food distribution in the Back Moun-
tain? ;
Yes. The September 13 distribu-
tion of food will be the last. Begin-
ning in October, the food stamp
plan will go into effect.
Just’ what does the Food Stamp
Plan mean to me?
If you have a low income, it will
mean stretching your food dollar,
and at the same time channeling
trade through the regular stores.
This will help the economy.
Why should I help the economy?
I have all I can do to balance my
own- budget.
What’ helps the economy helps
everybody living in ‘the area. Pros-
perity is a very tricky thing, a great
deal of it psychological. If a man
feels encouraged to go ahead and
make repairs on his house, he will
hire a man who may be at present
out of work. That man, using the
income which he earns from the
house repairs, is then able to pay his
stores. The local stores then expe-

About The New Food Stamp Plan
rience an upswing, take on extra
clerks. The extra clerks have more
money to spend. It is a cycle.
Why can’t we keep on obtaining
surplus food at Trucksville Fire
Hall?
Because Luzerne County is one of
the counties in Pennsylvania where
the new stamp plan is being tried
out. And also, you can get a much
wider selection of foods with the.
stamps than you could as a hand-
out.
How do I register for the stamps?
If you are on public assistance,
or relief, it is automatic, and you
will be informed before October 1.
If you are getting unemployment
compensation, you are probably
eligible. Inquire.
When and where do I register?
‘We hope you saw news articles
on food stamps, because if your
name begins with the letter A,
yesterday was your day for registra-
tion at the County Board of Assist-
ance, 16 N. Main Street, Wilkes-
Barre.
People with - names beginning
with B, register there today, 3 to 8
p.m,; names beginning with GC,

If IT have a fairly substantial in-
come, am I eligible ?
' No. You have to really need the
food before you can get it.
Where is the dividing line ?
If you get $110 a month or over,
for a single person, you are not
eligible. Also, if you have a bank
account or a savings account, or
own government bonds, these are
counted. as assets.
For two people in the household,
the combined monthly income can
be up to $170. For a family of ten,
monthly income can be up to $460.
Food stamps have to be pur-
chased unless the recipient has less
than $10 a month income, in which
case food stamps are free, amount-
ingto $22 a month. As income
rises, the number of free food
stamps declines. If yeur family,
estimated on a basis of four per-
sons per average family, gets up to
$245 a month income, you will need
$41 in cash to get coupons valued at
$51, or ten free coupons.
Where do I get the coupons?
Through a bank. You will be in-
formed.
Do I have to cash the food stamps
each month?
Yes. It is a semi-monthly ar-
rangement.
Are they as good as cash at the
grocery store?
Yes.
How are the stamps issued?
They come in little books each
stamp worth fifty cents or $2. Only
complete books are issued.
What can I buy with the food
stamps ?
There are certain imported items
which you cannot buy with the
stamps, such as coffee and bananas.
Will it be an: awful nuisance?
Things are usually a nuisance
when you are getting used to them.
But just
look at the advantages:

You don’t have to line up at a cer-
tain time on a certain day, to re-
ceive food in paper sacks or card-
board boxes. If you prefer to do
your marketing at night, or late in
the afternoon, you can take your
food stamps to the store at your
own convenience.
How about deliveries of fio or
milk? Will the stamps be accept-
‘able?
Yes.
There will be many questions as
the plan swings into operation. No
new plan works smoothly from the
first. Take it easy. You'll prob-
ably ‘like it better than direct dis-
tribution, once you get used to it.
