session ends, poker face above,
frantic shuffling feet below. So far
she hasn’t missed, but considering
the way a person's feet swell in
hot weather, she'd probably be
happier with a shoe-horn.
There's the fortyish editor who
crosses her knees with glad aban-
don, and the heart-throb editor
who crosses her ankles and
smooths down her skirt,
There’s a neat pair of polished
calf brogues from Chicago. They be-
long to one of the few men editors
of women’s pages.
The belle of the ball, the one who
has a late date every night and
comes into the conference hall in
a flurry of haste every morning,
usually without her breakfast,
wears cute little high heeled sand-
als that go clippety-clop.
There's a pair of substantial
black shoes, with a double breasted
blue suit above them. They belong
to the resident director, and they're
custom made.
There's a good egg from the
Middle West whose clothes have no
nonsense about them. She frankly
given up the fight for lines and is
now struggling with her curves,
but it isn’t worrying her at all.
She places her feet solidly side by
side.
There’s a blue-eyed black-haired
girl from a big metropolitan daily
who has long slim legs and nice
ankles. She poses.
There's the glass of fashion.
Those ankles are a bit on the
plump side, and the long spell of
hot weather isn’t helping them any.
By the time class is dismissed for
lunch—there’s a puff of tortured
flesh above the vamp.
It’s lucky we can’t see our own
side of the table underneath. The
folks across the room have a
worm’s eye view of a capable look-
ing pair of sponge-rubber-soled ox-
fords, size seven and a half, topped
by pretty husky underpinning and
denim skirts in all colors, one for

AN ORDINANCE
Notice is hereby given that the
Board of Supervisors of Dallas
Township at a regular meeting at
7:30 p.m. Tuesday, July 1, 1952 at
Dallas Township High School build-
ing will enact an ordinance extend-
ing the Social Security system to
employees and officers of Dallas
Township. :
Said ordinance to read as fol-
lows: Be it ordained by the Board
of Supervisors of Dallas Township
that the considered opinion of the
body is that the extension of the
Social Security System to employ-
ees and officers of the Township of
Dallas will be of great benefit not
only to the employees of the Town-
ship by permitting said employees
and officers to participate in the
provisions of the Old Age and Sur-
vivors Insurance System, but would
also be of great benefit to the
Township of Dallas by enabling it
to attract and retain in employ-
ment the best of personnel and
thus increase the efficiency of the
government.
The 1951 session of the General
Assembly of the Commonwealth of
Pennsylvania, in regular session,
enacted a statute, known as Act
491, which is The Enabling Act
provided for in [Section 218 of Pub-
lic Law 734, 81st Congress, which
designated the Secretary of Labor
and Industry of the Common-
wealth of Pennsylvania to act as
“state agency” to implement the
coverage of employees and officers
under the said Old Age and Sur-
vivors Insurance System. The
Township of Dallas is hereby au-
thorized to execute and deliver to
the State Agency a plan or plans
and agreement, required under
Section 6 of said Enabling Act and
the Social Security Act to extend
coverage to employees and officers
of the Township of Dallas and do
all necessary things to effectuate
coverage of employees and officers
under the Old Age and Survivors
Insurance System.
The treasurer is hereby author-
ized to establish a system of pay-
roll deductions to be matched by
the payment by the Township of
Dallas to be paid into the Contri-
bution Fund of the Social Security
Act through the offices of the
State Agency and to make charges
of this tax to the Fund or Funds
from which wages or salary pay-
ments are issued to the employees
of the Township of Dallas. Such
payments are to be made in ac-
cordance with the provisioons of
the {Law and regulations promul-
gated by the State Agency and the
Federal Security Administration.

Such payments as are delinquent
shall bear interest at the rate of
¥%2 of 1% per month until such
time as the payments are made.
Appropriation is hereby made
from the proper fund or funds of
the Township of Dallas in the nec-
essary amount to ‘pay into the
Contribution Fund as provided in
Section 4 of the Enabling Act and
in accordance with the plan or
plans and agreement. Authority is
given to the president and the
secretary of the Board of Super-
visors of the Township of Dallas
to enter into an agreement with
the State Agency, which agree-
ment shall be in accordance with
Act 491 and with paragraph 218,
Social Security Act. Such plan and
agreement shall provide that the
participation of the Township of
Dallas shall commence as of Janu-
ary 1951.
