RESOLVED, That Pennsylvania
Federation of Sportsmen’s Clubs
urge the Governor John S. Fine,
and the Senate and House of Re-
presentatives of Pennsylvania to de-
feat House Bill No, 1495, which
would delay and thereby be a step
in the direction of defeat of Penn-
sylvania clean streams program;
AND FURTHER RESOLVED, That
this Federation urge the Governor
and Pennsylvania's said legislative
bodies to fight any and all such
similar bills; AND FURTHER RE-
SOLVED, That this Federation still
further urge the Governor of this
Commonwealth and our State le-
gislative bodies to vigorously push
the clean streams program of Penn- |
sylvania.
RESOLVED, That the State Fed-
eration contact Governor Fine and
vigorously protest any let down in
the Clean Streams Program, and
request that the program be con-
tinued as originally inaugurated
with no abatement.
WHEREAS, There is evidence
from the experience of interested
citizens throughout the Common-
wealth that the Sanitary Water
Board is not adequately enforcing
the existing pure streams law and
is not taking adequate steps to en-
force the permit law for mining or
elimination of industrial and/or
municipal pollution.
NOW, THEREFORE, BE IT RE-
SOLVED, That Federation officers
interview the Governor concerning
this problem and an investigation
thereof and, if necessary, secure
assistance and legal and engineer-
ing personnel to take action to
correct the situation.
RESOLVED, That the legislative
committee of this Federation seek
a concurring resolution from the
State Legislature referring the
question of the adequacy of the en-
forcement of the Acts of Legisla-
ture concerning pure streams, min-
ing permits and industrial and mu-
nicipal pollution to the Joint State
Government Commission for In-
vestigation and Recommendation
to the next session of Legislature.

GENERAL
WHEREAS, There are frequent
accidents in Pennsylvania waters
resulting in loss of lives and prop-
erty, many of which are caused by,
or directly traceable to, faults,
boats or equipment furnished by
boat liveries, and WHEREAS, many
such boat liveries take absolutely
no safety precautions, and furnish
no safety equipment, and WHERE-
AS, many boats rented by liveries
are unsafe to use, and WHEREAS,
in some accident cases if a motor
boat had been available at the dock
for rescue work, lives would have
been saved, THEREFORE, BE IT
RESOLVED, that the PFSC petition
the Pennsylvania Fish Commission
to take appropriate action to have
all boats and equipment for rental
purposes subjected to periodical in-
spection, and that minimum safety
requirements be set up, such re-
quirements to include a motor boat
available for emergency use at all
liveries having a minimum number
of boats for hire, said number of
boats to be set by the State Fish
Commission.
WHEREAS, There is a lack of
uniformity in the constitution and
by-laws of wvarious divisions and
local clubs; and WHEREAS we have
many unchartered clubs in our Fe-
deration; THEREFORE BE IT RE- |
SOLVED, That the South Central
Division request the Pennsylvania
Federation of Sportsmen’s Clubs to
appoint a committee to study the
constitution and by-laws and work
towards a unification of all divi-
sions, county units, anl local clubs
to conform to the present State
Constitution and By-Laws, with the |
view that the future clubs and un-
chartered clubs may be chartered
through the Pennsylvania Federa-
tion of Sportsmen’s Clubs.

WHEREAS, The General Assem-
bly of 1949 authorized the State
Department of Agriculture to make
a reconnaissance survey of such
tree crops as chestnuts, walnuts,
hickories, acorns and beechnuts to
determine their present and po-
tential value as food for humans
and as wildlife feed and, WHERE-
AS, This survey has been of great
assistance in getting blight resis-
tant chestnuts well established and
in calling attention to the impor-
tance of the English walnut and
the persimmon for home planting
and of the Asiatic crabapples, the
honey locust and filbert for game
planting, THEREFORE BE IT
REASONED, That the State Feder-
ation of Sportsmen’s clubs endorse
House Bill No. 185 (now in the
Senate Appropriations Committee)
which provides for the continua-
tion of this State Department of
Agriculture.
WHEREAS, The Bureau of Plant
Industry of the State Department
of Agriculture is greatly handi-
capped in the control of the present
serious outbreak of Oak Wilt in
Pennsylvania by the fact that the
method is unknown by which the
disease is able to spread long dis-
tances and WHEREAS, The re-
sponsibility for the research necess-
ary to determine the facts essential
to the proper control of this di-
sease rests in the State Agricul-
tural Experiment Station at State
College.
THEREFORE BE IT RESOLVED,
That the State Federation of
Sportsmen’s Clubs endorse House
Bill No. 186 (now in the State Ag-
ricultural Committee) which grants
to the Agricultural Experiment Sta-
tion the necessary funds to under-
take a study of Oak Wilt and also
to establish a research program for
the production of blight resistant
chestnuts, walnuts, hickories and
other tree crops for human con-
sumption and wildlife feed.
Perhaps many will disagree with
some of the above. They are, or
have been transcribed by man, and
man is not infallible. However
there is some consolation in know-
ing that representatives .of 1068
Clubs in sixty-five Counties with a
membership of 203,902 are on the
alert to protect the interests of all
sportsmen in our State, whether
they are members of a club or not.

to-time, has caused comment, from
people who have made industrial
surveys in Back Mountain ‘Area, to
the effect, that our area is un-
favorable due to the shortage of
water and lack of sanitation. This
situation brings about a pretty un-
savory report for one of our finest
and most civic minded sections of
Luzerne County.
Now is the time to do something
about the whole affair and your
attendance at the meetings will
help to correct this opinion of our
locality, because, after all, it is up
to the people, themselves, whether
we go ahead and win our battle
for adequate water facilities or stay
at home and LOSE it and all the
groundwork, the expense of prepar-
ing cases which have been sub-
mitted to the P.U.C., and countless
hours on end of steady plugging
to come out the winner. Once we
let go of ours vigilance, the whole
structure of our long, hard, planned
fight to win, is weakened. Why
won't you come to the meetings
and do your part for the com-
