GENERAL WHEREAS, There are frequent accidents in Pennsylvania waters resulting in loss of lives and prop- erty, many of which are caused by, or directly traceable to, faults, boats or equipment furnished by boat liveries, and WHEREAS, many such boat liveries take absolutely no safety precautions, and furnish no safety equipment, and WHERE- AS, many boats rented by liveries are unsafe to use, and WHEREAS, in some accident cases if a motor boat had been available at the dock for rescue work, lives would have been saved, THEREFORE, BE IT RESOLVED, that the PFSC petition the Pennsylvania Fish Commission to take appropriate action to have all boats and equipment for rental purposes subjected to periodical in- spection, and that minimum safety requirements be set up, such re- quirements to include a motor boat available for emergency use at all liveries having a minimum number of boats for hire, said number of boats to be set by the State Fish Commission. WHEREAS, The Bureau of Plant Industry of the State Department of Agriculture is greatly handi- capped in the control of the present serious outbreak of Oak Wilt in Pennsylvania by the fact that the method is unknown by which the disease is able to spread long dis- tances and WHEREAS, The re- sponsibility for the research necess- ary to determine the facts essential to the proper control of this di- sease rests in the State Agricul- tural Experiment Station at State College. THEREFORE BE IT RESOLVED, That the State Federation of Sportsmen’s Clubs endorse House Bill No. 186 (now in the State Ag- ricultural Committee) which grants to the Agricultural Experiment Sta- tion the necessary funds to under- take a study of Oak Wilt and also to establish a research program for the production of blight resistant chestnuts, walnuts, hickories and other tree crops for human con- sumption and wildlife feed. However there is some consolation in know- ing that representatives .of 1068 Clubs in sixty-five Counties with a membership of 203,902 are on the alert to protect the interests of all sportsmen in our State, whether they are members of a club or not.
