CONVENTION
IN SESSION
Mine Workers Deliberating
at Hazleton.
Labor Legislation the Sub
ject of Much Discussion.
President Mitchell Re-
fuses Gift of Home.
The first session of the convention of
anthracite miners opened at Hazleton
yesterday. Nearly 500 delegates re
sponded to Prosident Mitchell's call for
order in the Rrand opera house at the
opening session. The proceedings were
public. Mr. Mitchell made a short
speech. Among other things he said:
"I cannot but feel gratified over the
magnificent attendance of miners at
this convention. When I first came to
the anthracite region to assist you in
your struggle for better wages and con
ditions you wero not strong at all, the
total membership of this district alone
not amounting to more than there are
delegates here today. Now hardly a
miner is not a member of our union.
"At this time I do not deem it prudent
to tell you what I think the convention
should do, but it is my belief that the
operators should not hesitate to meet
with us in joint conference. Last fall
when I went to New York to interview
a gentleman at the head of one of the
great railways I was told that the Mine
Workers did not represent the miners.
Now we do. and it, seems that we should
be fairly treated and that a conference
should take place. The same friendly
feeling should prevail in the anthracite
fieds as in the bituminous regions,
wine the operators and their men
meet every year and agree on the next
year's wage scale."
Almost Immediately thereafter a sharp
discussion of the mine inspectors' bills
was inaugurated, and the debates be
tween some of the labor leaders, espe
cially between T. I). Nicholls and Ben
jamin James, at times developed aeri
minous personalities.
President Nicholls, of District No. 1.
startpd the discussion of the measure by
suggesting that action be taken at once
by the convention regarding the Garner
and Ferrebee bills. Ho said that the
Ferrsbee hill, while containing practi
cally the same provision as the Garner
measure, vests in the governor the ap
pointment of the inspector#, while the
other provides for their election by the
people. Ho asked that the union Indorse
the latter. No action was taken, how
over, although an hour or more was
consumed In a discussion of the main
features of both measures.
There was difference of opinion on
the question of reducing the Inspectors'
salaries, a number of delegatus led by
Benjamin James being unalterably op
posed to the proposition, and others In
dorsing with applause the stand taken
by T. I). Nicholls, who claimed that, as
the miners of the three districts de
manded a reduction, he was willing to
follow their instructions regardless of
his personal opinion.
MITCHELL DOKSN'T WANT A HOME.
At the afternoon session, tho question
of providing a home for Mitchell was
called up. Immediately after the mat
ter was brought before the convention,
President Mitchell stepped to the front
of the stage and in a ringing speech de
clined to accept the oiler of the miners
of the anthracite region to erect a home
for him, for which purpose funds were
to he collected. He said that instead of
buying a home the miners should con
tribute toward tho erection of a rnonu-

TODAY'S SESSION.
Tho most important matter transpir
ing at today's session was the reading of
a letter from President Olyphant, of the
I). L. & W. Railroad, to President Mit
chell, in which the former doclines to
attend the joint conference, giving as
his reasons that any agreement made by
the men and operators would not be
binding upon either side and that such
conferences would disturb the coal
markets.
The official call for the joint confer
ence was read Lb is morning by President
Mitchell. Ho stated that lie believed
the operators should meet the men, hut
did not say what ought to be done if the
operators fail to accept the Invitation.
A permanent organization was effect
ed by choosing President Mitchell to
preside during the convention. John
Gallagher, of MeAdoo, was elected as
secretary. After tho credentials of the
delegates had been accepted, the body
went into executive session.
"Mother" Jones arrived at Hazleton
last evening, and upon making her ap
pearance on tho stage today she was
given an enthusiastic reception by the
delegates.
Special Council Meeting.
A special meeting of the borough
council was held Monday evening with
Messrs. Moerschb&cher, Rute, McNelis,
Reifsnvder. Schnee, Hincer and Meehan
present. The purpose of the meeting
was to hear the report of the fire and
water committee on fire protection for
the Hill.
Chairman Hincer's report suggested
the raising of the engine house 24
inches, cementing the floor, and having
a six-inch pipe laid temporarily from
the reservoir.
The report received eonsdnrable dis
cussion, some of the members feeling
that the question as to whether or not
there is a street fronting on the lot upon
which the building stands should be
settled definitely before any more money
Is spent on tho engine house.
A motion to have the building com
mittee carry out tho recommendations
of tho fire and water committee, the
work to bo don® by tho lowest and best
bidder, was carried by a vote of 5 to 2,
Messrs. Moersbacher and McNelis dis
senting on tho ground that more In
formation on tho subject should be
obtained before ordering the work done, j
Chairman Hincer also recommended i
that tho mass of junk, consisting of a
pump, electric wires, cross-arms and
other debris which the late council pur
chased and could not utilize, be disposed
of. The committee was authorized to
sell tho same.
Tho bonds of the borough officers
were reported as having been approved
by Solicitor O'Donnell, and the treas
urer's bond was ordered rocorded.
The street committee was authorized
to purchase a carload of crossing stones.
The auditors presented a bill from $.
Wood ring, for stationery purchashod In
1897 by the council, for which an order
had been issued and was lost. The item
has been carried over from audit to
audit for three years, and the auditors
asked that a duplicate order be issued
and the amount paid. The matter was
referred to the printing committee.
A Dangeroun Thief
Is not one who steals a purse, for that is
trash, nor is it always a human being
who seeks to steal wealth of other des
cription. The most daring and annoy
ing thieves ar germs, parasites and
microbes, which rob us of that which is
of greater value than wealth. Medical
science in its recent progression in bac
teriological research, has discovered how
the human system is constantly robbed
of organic vitality by parasites. The
epidermis of the scalp is often attacked
and people are thereby deprived of a
good head of hair. The parasite can be
destroyed by the antiseptic Ingredients
in "Luxura," and the growth of hair re
vived by the Invigorating properties of

Three Men Killed.
A Lehigh Valley Railroad engine blew
up this morning uear Rockport, some
miles below White Haven. The engin
eer, fireman and a brakeman were
instantly killed.
The dead men are Engineer William
Albert, Fireman Mullen and Brakeman
Morrison, all residents of Lehfghton.
Tho engine was No. (333, one of the
kind commonly styled "hogs." The
boiler was blown to piecos and the flying
debris cut the telegraph wires, causing
an interruption of communication with
tho scene of the wreck for some hours.
The train hauled by the engine was
traveling westward and was composed
of freight and coal cars. The shock
threw several of the latter into the Le
high river.
The cause of the accident is not
known.
Prof. Ivison, of Lonaconing. Md.,
suffered terribly from neuralgia of the
stomach and indigestion for thirteen
years and after the doctors failed to
cure him they fed him on morphine. A
friend advised tho use of Kodol Dyspep

of it he says, "It has cured me entirely.
