Declaration of Principles.
In an address to the voters of Penn
sylvania, adopted on Thursday and
signed by William Sellers, president,
and William T. Tllden, chairman of
the executive committee, the Business
Men's Republican League of Philadel
phia sets forth tho following declaration
of principles:
"The unswerving effort of tho Busi
ness Men's Republican League, since its
organization In 1890, has beon to Im
prove the character of our state govern
ment by opposing—within party linos—
the selection of Improper candidates by
the Republican party for state offices.
"The league has Invariably, actively
or by its silence, aided the election of
Republican nominees, firmly believing
that tho rising sentiment against the
abuses In the management of state
affairs by the corrupt Quay machine
would become strong enough within the
party to overpower the machine In spite
of Its hlgh-handod methods and the
frauds through which It has maintained
control.
"In the past this league has suffered
unfit candidates to go unopposed for the
sake of party regularity. But the time
for such compliance Is gone.
"A corrupt candidate for United
Stalos senator, after being repudiated
by the chosen representatives of the
people, Is appointed by a servile gov
ernor, In violation of the constitution,
and the party convention is packed to
endorse this unconstitutional act.
"Candidates of conspicuous unfitness
are thrust upon the ticket.
"Members of the legislature are of
fered bribes to vote for the notorious
McCarrell jury bill In the Interest of a
criminally indicted senator.
"Members of tho legislature are of
fored bribes to vote for the machine
candidate for senator.
"Tho head of tho machine Is forced
to the degrading nocesslty of pleading
the statute of limitations to save him
self from the penitentiary.
"In the interest of tho tfix-escaplng
corporations and the brewers, the ap
propriations for the public schools are
cut down by unconstitutional acts.
"In the Interest of the tax-oscaping
corporations and brewers, tho state's
Insane wards and hospital patients are
cruelly deprived of the money needed
for their care.
"In tho Intorost of tho tax-escaping
corporations and the brewers, the tax
burdens of all unfavored cltlr.ons have
beon made heavier.
"In the lntorest of tho spoils-hunting
machine, tho cause of civil service
reform, to which the Republican party
is committed, is abandoned in the ma
chine-made state platform of Pennsyl
vania.
"For tho maintenance of a system of
repeating at the polls, by which, In the
city of Philadelphia alone, more than
fifty thousand fraudulent votes can be
counted, constitutional amendments In
the Interest of an honest ballot aro ve
toed In defiance of the constitution.
"A state chairman Is appointed who
was dismissed from office for aiding In
an attempted treasury loot, and who is
notorious for complicity in the wreck
ing of a state financial Institution —a
man who has declared through resolu
tions prepared by himself and adopted
by a county convention under his con
trol that those who oppose the machine
and his shameful acts are 'cowards
and traitors.'
"For these and other crimes against
the Republican party and state, this
league refuses to accept the ticket of
the Quay machine as a tlckot repre
senting tho Republican party.
"Therefore, the Business Men's Re
publican League of Pennsylvania, while
declaring anew Its faith in the princi
ples and policies of the Republican
party, and supporting tho candidacy of
Hon. J. Hay Brown. Republican nomi
nee for the supreme court of tho stato,
who is believed to be an upright and
able man, personally and professionally,
does, In defense of Republican honor,
appeal to the Republican voters of
Pennsylvania to oppose the election of
the unfit candidates put forward by this
Quay machine.
"And we further declaro that the pro
fessional standing of Candidate Josiah
R. Adams renders him unfit for any
public office, especially for judicial office,
where loarning and integrity should be
ossontlal qualifications.
"The lion. William T. G. Creasy,
Democratic nominee for treasurershlp,
Is known as an honest man, boyond the
reach of tho Influence which must
necessarily surround any machine
chosen candidate. We commend his
public record to the consideration of all
Republicans."
