Large numbers of Christmas greet _ ing cards, mailed in unsealed envel- opes at the third class postage rate, are disposed of as waste each year because they are undeliverable as ad- dressed, due to removal of addresses or other cause. Such greetings are not entitled to the free forwarding privilege accorded those mailed in a sealed envelope at the first class rate, and many never know greetings were sent them. This would not occur if the greetings were mailed sealed at the first class rate. Instead of getting four gallons of gasoline for each coupon in your ra- tioning books, after December 1st, as was anticipated, all of Pennsylvania will be given only 3 gallons for each coupon This becomes effective in the present rationed areas on Nov. 22, and in Cambria county and other now non-rationed Pennsylvania counties on December 1st.
