is to take cflect in a period of twenty
years, po that no vi ilenee will be done
to what is termed the. " riht of proper,
iy " in the slave. Children of every
class born within the limits of the
empire after this day, the Sth of April,
arc declared absolutely free by birth ;
so that it may be truly taid we now
inhabit a land of freedom, in which in
dustry and labor will toou litid a fair re
ward. The government of Brazil lias for
many years past sympathized v,'ith the
action taken by the United States gov
ernment in conjunction with some of
the great powers of Europe for the sup
pi cssion of tho slave trade on tho -coast
of Africa, and a few years only have
elapsed since tho Emperor signed a do
cree prohibiting the importation ol
slave? into his dominions. Tho issuo
of tho present decree completes the
work of emancipation in Brazil.

for trial, that his health has greatly
suD'ered'by his iiuprisonmcut, and that
ifcotitinued through the summer it
will seriously endanger his life, and
that he can give ample security for his
appearance, if admitted to bail.
San Francisco, May 5.
The papers ot this city denounce the
Newport town swindle, and call on the
Boston and New York press to expose
tho scheme. The Jhilh.tui says the
paiticulars ot tho swindle reveal nil
adroit and elaborate plan to make money
illegitimately. With tho knowledge ot
these facts iu the East, tho business of
selling lots in that promisiuo- tewn will
cease.
Lexington. May 4
Lieutenant Bice, with a detachment
of tho Second United States infantry,
last night attempted to arrest the mur
derers of the negroes at JNicuoIasville,
Kentucky, lie was resisted by a supc.
rior force, and was unable to mako the
arrests. He was wounded iu three
places, but not fatally. A privato
soldier was also wounded.

This morning, about eight o'clock,
Mr. James Yates, of Bikersville, New
Jersey, killed his little grandchild, aged

NOTICE is hereby given that the assess
ment lists, valuations and enumerations
made and taken within the lilth Collection
District, Pa., by tho Assistant assessors
under the law of the United States, will
remain open to all persons concerned ior
the space of 10 days from tho 1st day of
Slay, A. D. 1807, at the Assessor's ollice,
ia the Borough of Curwcnsville.
At tho time Btated above tlio Assessor
will receive, hear and determine all appeals
relative to any erroneous or excessive val
tmtionB or enumerations by the assistant
assessors.
In regard to appeals, fhe law provides,
" That the question to be determined by
"tho assessor, on an appeal respecting the
"valuation or enumeration of properly, or
" objects liable to duty or taxation, shall
" be whether the valuation complained Of
"be or be not in n just relation or propor
" tion to other valuations in the snmo as
sessment district, and whether the enn.

be liindo in writing, and shall specify the
particular -cause, matter, or thing re
specting which a decision is requested;
and shall, moreover, state the ground or
