DECREE AFFECTING MANY LOCAL CATHOLIC PRIESTS Many priests of the Erie diocese of tliu Catholic church will be affected by a new decree of the Conslstorial congregation, which will be mode effective us soon as possible. By this decree they will be placed In the position of an Irremovable rector. There are now about half a dozen priests lu this diocese who como under this designation which menus that they can only be ordered to other pastorates for canonical reasons. The new decree provides that no priest can be removed from his parish excepting on trial, and nine causes for action iiKalnst him are named. These Include perpetual Incapacity, loss of reputation, administra tion, continued disobedience and gross neglect of duties. The decree Is Interpreted as a definite pronouncement on the authority of the bishops. It Is regarded as safe-guarding the episcopal powers for the benefit of those who come under the jurisdiction. While priests have always had the right to appeal to Home, the new decree Is regarded as giving to all priests a fuller op portunity to be heard If they should be brought up for discipline. As a general rulo, such regulations as these are seldom Invoked In the affairs of the Catholic church, a simple request from their bishop being all that Is needed to Induce pastors to leave one Held of labor for another, ANEW AND NEEDED DEPARTURE. Scott dithers, a former . well known resident of Reynoldsvlllo, died at the county home near Brookville yesterday at 11.00 o'clock. Ho suffered a paralytic stroke. Mr. Cathers was taken to homo lust August, his mind having weakened. He was 68 years old and a groat portion of his life was spent In Reynoldsvlllo.
